The best way for mana fixing is printing legendary cycle for 4 color basic type lands. Drawback limitation on quantity in your deck on 1. This is good because we only get 5 of them instead 10 where number of basic type (e.x. Plains Island Swamp)would be

I can imagine cycle of 5 legedaries 4-basic-type land with some drawback.
Example:
Wooden Secret Cathedral
Legendary land - Forest Island Plains Swamp
Possible drawbacks:
- Enters battlefield tapped.
- Whenever it would enter battlefield from library, it will enter hand instead unless you return land from battlefield into hand.
- Whenever it enters battlefield, any opponent may put basic land from his hand on teh battlefield tapped and those land win not until in next controller's untap phase.
They cannot print it as 3-basic type land, because it will require total number of 10 for those cycle. This 10 land cycle will be too good that it could possible replace some missing OLD DUAL LANDs (like THUNDRA).
If Wastes would be a part of each block, how will WOTC change distribution of 20 basic lands?
3 of each, total 21 lands
or
4 of each, total 24 lands
or
3 od each non Wastes and 2 Wastes.
Good are testing perspective, playing with friends and so. You save too much space with no need of
Too much proxy and only proxies are not healhtfy even.
I think one day, WOTC maybe allows their own printed proxy card with some limitation to tournaments (4-6 proxy per deck). WOTC proxy, - just none picture or spiruet with only name a text. Or they could print their own templates for proxy lands, artefacts, ... .
Why?
To avoid of none or low demands of specific cards, lower entry prices of decks. And preveting people to jump from Magic to another lower cost game(it could be even chess or another non TCG).
Prerelease shouldn§t be problem duo they can put few Wastes into each prerelease box and even each booster of set (they could run special print even for 2 Battle for zendikar booster) can contain Wastes on basic slot.
Or they could allow players to use proxy card as Wastes. Write a Waste on some card.
Wastes will bring new option that there will be option for creating plenty cards like "Wastes" but with different name in futures set. Coves will be welcomed. This opens naming up to storylines.

Too weak for commander, man. It should have flying,vigilance at least. It needs some cool abilities.

Emrakul makes more sense.
But I would prefer enemy fetchlands or enemy battlelands.

Set that has only Wastes as basic it is perfect even in draft and sealed environment, because you are sure that you get enough Wastes for your deck.
