To be fair, you didn't say anything about using unlimited uncommon cards, all you said was you could use commons and uncommons, and being in a peasant section the rule is a maximum of 5.
Yes this most likely should go into a homebrew section as it doesn't follow normal Peasant format rules. If you can use as many uncommons as you want then it really has nothing to with the Peasant at all.

Why not use Grapeshot in place of Tendrils and use the uncommon slots on something that makes the deck more consistent? I'm not a huge Storm player, so don't query me - just saying
If you want to play Combo, it's also possible to put together some vicious High Tide decks using commons only, especially if you're allowing Frantic Search.

I was trying to build some kind of Sac Land Tendrils, but was having a hard time being both fast and consistent. My list looks like this now...
What I'm really looking for is some kind of engine, before I was using Mystical Tutor but we might be banning it. Something like Ad Nauseam or Past in Flames, but not rare.
Another thing I'm looking for is if I can fit any disruption in the maindeck.
You need some disruption in the form of discard for combo decks.Hymn to Tourach and Inquisition of Kozilek come to mind. If you can afford it you need something likeDamnation to stall until you can get your lock.
Is there any room for disruption? Do you think the deck would need it in our format? Also if we decide to allow Mystical Tutor how should I make a list around that?

I have been working on this deck ever sense i started playing magic a few years ago. It started off as a casual mono black vampires deck cause i thought that was cool lol. Then as i started to learn more about magic and the different formats i started to like standard and forgot about my vamps. Then a friend told me about legacy and the fun it was so i thought about it and brought them back! So needlessto say ive been working on this nd getting cards for this for some time now. I ive added some new additions to t latley and really like them, Deathrite Shamen! so not TOTALLY mono black but close enough lol. So here is the decklist and then i have a question:
I would move this to the budget section if I were you. You could also take a look at The Gate primer and the Pox primer. If you want this deck to be viable you will need Wasteland and Bayou instead of Overgrown Tomb.
If you really do have no limit in price then I would start over. While a lot of the cards here are good in casual, I don't think any of them would ever see play in a Legacy Aggro deck.
Take a look at the Jund Primer or build something yourself with Fetches, Duals, Burn, Discard, Bob, and some cheap creatures like Goblin Guide.

I can't tell you how much you will enjoy Flusterstorm if you replace the Spell Pierces with them.
You might have some luck with Sensei's Divining Top or Sylvan Library to get better cascades set up. Also a backup plan would prove useful.Tarmogoyf would work here.
