I think it will be a staple for sure. Being a card that gives us pseudo recursion is something that cant be ignored. Great late game bomb for a deck like ours.
I'm not saying that using Imperial Recruiter on a looter is a waste, is just suboptimal in many cases. Of course it all depends on the game status at the moment you use the recruiter, but in most cases i would tutor a Goblin Recruiter or a Moggcatcher on top of the Rummaging Goblin; Goblin Recruiter allows you to set up the top of your library and not only gives you the looter but it gives you the Squee, Goblin Nabob to abuse and any other goblin you need to set your board presence; Moggcatcher requires more mana investment but gives you the looter and the ability to play mind games with your opponents.
About the Deal Broker: It's nice to have a colorless looter available BUT it's not a goblin, and wasting the Imperial Recruiter tutoring this ... i don't know. The Viashino Racketeer was included because it has an ETB ability that makes him relevant (instant value, adding one of many blinkers in the deck gives extra value).
About replacing Imperial Recruiter and Goblin Settler: Avalanche Raiders is the obvious replacement for the Settler, in fact is the one i'm using. It's not a goblin but it does the job quite well. Replacing Imperial Recruiter it's impossible. Why? Because is one of the few tutors available AND relevant in Norin, the Wary strategy. If you can't afford the Imperial Recruiter i would go with a looter effect or some other relevant ETB effect for the deck: you could add Myr Battlesphere as an extra finisher, Druidic Satchel for utility, or Keldon Firebombers to add "fair" land destruction (this last one is one i'm testing right now with INCREDIBLE results so far). Possibilities are a lot, 'cause (and i'm repeating myself here) you are not replacing Imperial Recruiter, you are just looking to fill an empty spot.

About the wishboard you can do a lot of thinks, of course Anarchy work in heavy white enviroments as Jaya would work on heavy blue, it all depends on your meta. I always use 1 or 2 slot for meta purposes.
I'm currently testing 10 different cards to make an upgrade to my Norin list, here's the list of cards:
- Goblin Warrens: Goblin tokens, inevitability.
- Burn at the Stake: Meh, it could be a finisher and do tons of damage ... I don't know, it just caught my attention in the past and now that i'm testing cards i wish to give this one a chance.
- Heat Shimmer: Copy a creature until end of turn. This card could give us the capacity to "oops i win" situations (stealing wincons, combos, etc)
- Jokulhaups: Reset button. This is like with Burn at the Stake to me, it just deserves a chance even if i think that it wouldnt get the spot.
- Avalanche Raiders: My replacement to Goblin Settler. I'm from Argentina and the Settler is imposible to get here, my parents travel to Spain and there were no Goblin Settler in LGS there neither x_X
- Keldon Firebombers: It was this or Epicenter. Mass destroyland win games in this deck. The Firebombers got a lot of advantages over Epicenter (being a creature, leaving a few lands online).
- Myr Battlesphere: The fattie of the deck. I used to play this before and with Purphoros it only get better, i just need to figure out if i want a fattie or not.
- Druidic Satchel: A very versatile artifact. Can ramp, can generate tokens, can win life. All relevant effects to us and at a very cheap cost.
- Eldrazi Monument: Well, the monument. Steroids for our minions, but the most important thing: the indestructible clause. If that enough to win the spot ? I don't know, but i definitely try it.
- Smokestack: The good ol' Smokestack. Giving the same amount of fear and headaches to players since 1998. This is the card that makes the deck serious, and in my testing wins me a LOT of games. This one with a Genesis Chamber online clear your oponents board in just a few turns. You need to decide if you want to leave the fun behind or not, but definitely worth further testing in the deck.
No more activity down here ? No Conspiracy updates ? No card discussion ?
About Treasonous Ogre, i tested it and i must say that its not THAT good, only in some specific scenarios it shines, but overall is a regular (to bad) card.
I'm currently testing in 1vs1 matches Mana Clash. The card is hilarious and won me several matches against slow decks (control - combo/control)
I run Blood Moon too . But sometimes its just not enough and my local meta is too combo heavy lately so i need more tools to deal with them so i tried this guy and it surprised me.
I run a goblin subtheme in the deck but i dont want to get overcommited with that just because im not running a tribal deck
I switched from Goblin Chieftain to Ogre Battledriver as soon as i get my promo one.
The reason: you don't always have goblin tokens or a goblin engine working, i know that with krenko now its a new situation ... but how much it changes us ? we still have norin blinks, g.chamber, kher keep ... non goblin tokens that need a little bit of help too. So even if Ogre Battledriver is not THAT tutoreable, it covers a wider range than Chieftain and i preffer that in my games.
I've been making many changes to the deck since i've started to play it. Can u post an updated list so i can compare and see ? many thanks Gaka, this decks is the reason i still believe in MtG ^^

Rune-Tail, Kitsune Ascendant Preventing damage to creatures is not that relevant when almost every removal in the format don't do damage, it just say destroy.
Seizan, Perverter of Truth Getting 2 extra cards is not bad, but giving 2 extra cards to every other player is risky. You could use it if you don't expect too much combo in your playgroup i guess.
