That is incorrect, Invigorate is not a banned card because this is the "paper" Pauper section and this isn't an officially sanctioned format for MTG. That means that their isn't an official banned list, however if you choose to play within the guidelines of the "official online" Pauper ban list then the deck can be edited for your playgroup.
Ahhhh, your original post said multi-colored decks. I will admit that I have never once encountered a Terminate in any tournament or casual play in Pauper before. Odd now that I think about it.
I don't think that multi-color is understated, it has plenty of presence here within the forum but it won't have nearly the presence as mono-colored decks will. While playing multi-color is fun, they're few decks that can allow you to win in a competitive setting (as in take first place). Most of the time in Pauper, mono-colored decks reign supreme, possibly because of the card pool, maybe because of the track record of mono-colored decks being overly successful. While they're fantastic multi-color options out there, the sheer speed of a Gobo deck is hard to handle for multi-color unless you are playing something like Turbo-Fog as an example. If you try playing a multi-colored Exalt deck versus a White Weenie deck you're going to lose and lose badly.
Now I am not saying multi-color is bad, it can't win, or anything of the sort so please don't think I am. What I am saying is, it has its place and most of the time I feel it will not be a first place finisher deck aside from a select few within Pauper. That being said I did recently take first place as a matter of fact with the Sliver deck that I posted below in the spoiler section. I've also taken first place with Turbo-Fog several times. But I will never take first or even top three with Spiders, Zoo, Mill, Pestilence and others. However I have taken first place and top three more often than not with my White Weenie and Delver then any other deck I've played with or has been mentioned in this forum.
The best thing I can really say to sum up my thoughts is if I wanted to win a tournament, I'll grab White Weenie or something else proven by time; if I want to have fun I'll grab Extort. You can still win with multi-color but you will more than likely have an easier time with mono-color.
EDIT: I was just thinking of an analogy that I could use to better explain my reasoning. Most people today have the common misconception about diesel engines being only for large trucks and that they are loud, spit black smoke and are just not very good. Well I think (at least within my own Pauper meta) that can be said for multi-color decks. In reality they are actually very good both engine and deck, but people are just stuck on what they were or how they performed. Not every diesel engine is a good one though and the same can be said for multi-colored decks hence why we don't see that many of them floating around.

I'm not sure really, the main goal was to make decks as even as possible and without over-powered cards in them since this is mostly for young kids.
I would draw the line at decks like what I have in my signature, I'm not saying they can't feature some of the spell cards or even an ability like we talked about above, but I don't want complex strategy decks like Brainstorm at the end of the opponents turn so you can flip a Delver of Secrets and set this or that up. Simplistic is my main objective.
Maybe I could feature a simple Haste Goblin deck, nothing to speedy in terms of casting cost though. Something similar with flight for blue.
I just didn't want exactly what you said, blue to dominate because green can't deal with flight and all the other bad matchups.
In terms of keeping abilities only instant and sorcery based, what if the enchantment and artifact grant your Vanilla creatures your decks themed abilities such as flight or haste? I don't think I want white to be able to have vigilance, first strike, and lifegain.
RULES:
Format: Paper Casual Pauper
Sub-Format: Vanilla creatures and the worst versions of the best cards.
Other: No sideboards, so every deck must be self sufficient.
Pretty straight forward rules. Now if you aren't familiar with what Vanilla means or what I mean by the worst of the best cards I will also explain that.
Vanilla Creature: A creature with zero abilities IE: Flying, tapping, ect. So in other words a Hurloon Minotaur.
Worst version of the best cards: We all know exactly how good Unmake and Journey to Nowhere are but instead of those we will be restricted to something like Pacifism. Another example would be rather then using Lightning Bolt we are restricted to the use of Seal of Fire.
Below is a deck that gives you an idea of what I am going for, obviously this deck has no low cost creatures, and even in a Vanilla deck that is important. It is only for reference to show the level of power I want each deck to have.
I need decks for each color, and I am not opposed to having some multi-color decks out there as long as they stay within the confines of deck power levels. I know we can create some aggro Vanilla decks via basic goblins, power house decks via beasts and the like and many more. I encourage everyone to submit ideas because I need several different decks for this program.
I am also open to suggestions to better this idea as this format is still up in development so chime in and let me know what you think.

THINGS I AM ON THE FENCE ABOUT:
Should enchantments, instants, sorcery's and artifacts grant abilities? All the creatures will be even for the most part, but will doing this effect balance? Since we are playing Vanilla perhaps permanent enchantments may be too powerful since the lack of removal may be an issue.
Should abilities only be granted until end of turn via an instant such as Brute Force?
While I get that you can fetch it with a Trinket Mage, you have to spend three mana on Trinket Mage, plus another three to drop Palace Guard and an addition four to drop and attach Slagwurm Armor.
Seeing as this seems to be geared towards a UW deck that is a turn three-five strategy which will leave you almost always tapped out and obviously unable to cast anything else. I do think it would be a nice combination but because it is a highly mana intensive combination I really can't see it being all to effective. You would need some serious mana generation which would normally come in the form of a Dark Ritual or Ramp.
The best deck to use Explorer's Scope in would either be a Landfall deck as you said or a Delver deck because allows you to thin your deck so you can 'somewhat' ensure you are revealing instants on your upkeep.
I would almost consider is a less effective but somewhat second Brainstorm if you will.
No, this is for paper play and since paper Pauper isn't a sanctioned format for MTG, ban lists do not apply.

As for me personally though I just can't stray too far from Mono-B because of the jaw dropping power of Cranial Plating. This deck below I actually managed to take a few top three spots in a local tournament including a first place. Pretty straight forward deck really, quick, efficient beat down.

I concur about Matca Rioters, he doesn't start off better in the defense department but he can surely be much better in the long haul.
But card for card I would normally pick and tailor a deck around Brainstorm because personally I think it has more functionality even without the shuffle effect.
