this doesn't work because it becomes all based on who draws their rare. (i have tested this and was one of the original collaborators on the idea a few months ago)
however there is an amazing alternative that i have been playing which is 40 card singleton. it is the best format i have ever played.
I'm currently playing standard format but it could perform well in any i bet!

60 card decks
4 each common
3 each uncommon
2 each rare
1 each mythic
with no command zone rules
but it wasn't that fun because it depended to much on luck

When i was playing it the major flaw was that a lot came down to whether you drew your rare. Having a 4:1 common to rare ratio just made the format luck based.
I have just got back into mtg and have been playing 40 card singleton recently. It is a blast. It really brings back the nostalgic feeling of playing mtg as a kid while still being able to be strategic while building your deck.
Here are some pros:
-Cheap
-easy to get friends into
-easy to build decks
-40 sleeved cards fits in your hand better than 60 allowing people with small hands to play. also the decks don't fall over
-your card collection is so much easier to manage.
-switching cards in and out is simple and fast
-OP cards are not as scary and it feels more rewarding to thwart them.
-more i cant think of

Honestly after playing this format I believe the title of noble belongs to 40 card singleton.

I would love to possibly merge theses formats to create a popular and cheap format! Let me know if you guys are down to brainstorm and test out different variants of this variant
