Not really. Pokemon implemented it recently for PTCGO and as far as I can tell, it was painless. Nevermind the fact that Wizards already does it for Kaijudo.

PBM Graphics in South Dakota. I think they print the expert-level stuff in English, as well, or at least part of it.

Because Vintage has more history and a bigger, more powerful card pool.
