You can find a regularly updated XML file here and more. The XML is generated using the MTGS spoilers, so any issues can be traced back to there. Many fixes are applied, including split (Aftermath) cards. Images do not use MTGS, they use WOTC first and mythicspoiler second, so any foreign spoil images will use those.
Additionally, you can grab a mtgjson formatted .json file (extended with additional "url" key storing the card's image), an Images folder ready to be placed in your Cockatrice pictures folder, or Masterpieces XML.
A friend and I played 'Suicide' format. 20 life, all normal MTG rules, Legacy banlist, first one to lose the game wins the game. (Rules Violations do not result in a 'win')

For better or worse, I've added RoboRosewater to http://dr4ft.com where you can Draft or Sealed vs humans or bots. Select it from the very bottom of the set dropdowns, create, then either share the URL, or Start to play vs bots.

Innistrad has a rarity distribution of 1:2:6:11 for DFCs, and DKA had 1:2:6:12 [...] 1/15 for any specific mythic DFC and 2/15 for any specific rare DFC

I'm not sure that's correct. The # of non-DFC should not factor in at all. DFC are printed on their own sheet and according to the posts I linked in the OP, their relative rarity is based on how many times they appear on the sheet.
Some quick and dirty math gives me
03(*1 print) = 3 mythics per sheet
06(*2 print) = 12 rares per sheet
19(*2 print) = 38 uncommon per sheet
04(*17 print) = 68 common per sheet
This adds up to 121 and keeps rarities somewhat close to regular. Is this all the people in the ISD/DKA threads did? How did they know that DKA was 80 card sheets?
I agree that there's some really bad decisions made here. He has more data than anyone about cube drafting and he decides to cut RDW, Show & Tell and Eureka, add in Vampires and Scapeshift/Valakut.
I've done a download all data on a number of sets, but when I try to Download all prices from the list, it processes, says it is finished processing, but all prices (low/mid/high) are set to N/A
If those cards are drawing you one card per game that makes them terrible.
Hardly - Phyrexian Rager was a staple until a year ago, still a pauper staple. These are both 1 cheaper. I would play "1B: 2/1; ETB Draw a card lose 2 life" in any cube.
Some interesting staples have been left out, SFM, a bunch of mono-red stuff, DRS (Randy classes hybrids with gold cards so Golgari might have been tight)

There may have been more, I lost my documentation on it. This still left quite a few Turn 2 kills, such as Cavern Harpy, Spatial Binding, Hibernation Sliver, and maybe more.
In the end, we decided to migrate to a cube draft format to make it a turn 4+ format. Here's the list I came up with.

I'm working on an application that simulates opening a pack and I need to know how often to insert an uncommon vs common in that slot.

Are you presuming that he was incorrect when he stated that the rare/mythic would take the place of an uncommon?
Also why are you more likely to open an uncommon than a common? Why not 2 of each uncommon and 20 of each common?
Are there generally ways to source or check any of this? I don't think many people log their boxes (especially down to the c/u DFC level).

Maro clarified on the odds of opening C/U or R/M in this blogatog post: http://markrosewater.tumblr.com/post/141794840953/if-the-as-fan-of-double-face-cards-is-1125-that , but that doesn't help to figure out the exact odds of opening a common vs uncommon or rare vs mythic.
