I think UB Tezz's smaller mana cost and swingy ultimate are what make him very attractive. I think U Tezz is better suited for a toolbox type situation like you mentioned. I think they're very different plans that happen to share a lot of pieces.
The issue I had playing the deck is finding Polymorph. I'm playing with a UR list that's posted above. My current idea is running 4x Blinkmoht Nexus and 4x Mutavault as Poly targets. I'm running a UR control-ish shell that I'm still ironing out the kinks in.
I've been fiddling with a UR build similar to TWoo's version. For budget reasons I'm not planning with Through The Breach in mind, or the Dryad Arbor route. I'm thinking four Mutavaults, a Ghitu Encampment and a Faerie Conclave. Encampment and Conclave a little expensive on the activation cost, but Mutavault can turn itself on to be a polymorph target, and they're only vulnerable to creature destruction when I tell them rather than all the time like Dryad.
I've been messing around and considering to build this deck in paper after a lot of fun games on cockatrice. As a budget option, do you think using City of Brass over fetches would be an okay option?
I was thinking of running something like this for my first test run. SB to be determined, but right now it seems like I'm fighting pod, tokens, affinity and tron.
I've just been brewing Faeries with no real tournament experience, but from what I've learned is 4 Cryptics is too many. You'll get them in your opening hand and just be kind of displeased
edited for clarity.
Current iteration can be found:

http://magic.tcgplayer.com/db/deck.asp?deck_id=997978 This is a confusion in the ranks deck that would be close to your budget if you cut out the Splinter Twins.

This might be a dumb question, but are you guys actually riveting the token or is that just glued on for looks?
