The player may not need to speak an offer, but if it is generally known around the shop from past history that player tends to gift people who award him concedes, people will be more willing to concede to that player.

This will work only if they don't have a basic mountains to fetch, if they do then they can search it up and still have the trigger see five other mountains when they go to resolve. If they don't then yes it will work the only trigger that can see 5 other mountains will be the one you blew up.
