it'll almost never connect. any commander that really needs to be cheated into play with this thing will immediately be apparent to the entire table and they will do anything and everything they can to stop it from hitting. it has no built in evasion, and don't even with the argument that you'll give it some form of evasion because now you're building around making this bad card good instead of building your deck around your commander. its toughness is nothing and its an artifact creature, the easiest thing in the format to kill.
It really feels like this was suppose to say “four or more legendary demons” but I’m not going to complain when I just built a Demonlord Belzenlock EDH deck with multiple demons in it.
Not that the card isn’t good, but the name of this card deserves something much cooler than a simple draw spell. I initially thought it was going to have Phyrexian connections based on the name.

Relevant to actual card discussion: While it is overcosted, I can see trying to find a home for it in my Nath EDH deck. Because being able to pontially choose if I need a discard trigger or to draw a card seems like it could be nice.
I think you misread the card because her ability is not the same as Hexproof. You quoted the rule for Hexproof above which shows Hexproof means it can't be the target of spells or abilities controlled by an opponent. Shanna only has a restriction on abilities controlled by the opponent. She can be targeted by spells as normal.
Oh, would you look at that? I guess my mind just filled in the word "spells" without me even realizing it. Oh well.
So has WotC said why Shanna doesn't have keyworded hexproof? Does it have something to do with the new "Hexproof from X" thing they are doing with Dominaria?
As of right now she has hexproof based on the rules.

702.11a. Hexproof is a static ability.
702.11b. "Hexproof" on a permanent means "This permanent can't be the target of spells or abilities your opponents control."
702.11c. "Hexproof" on a player means "You can't be the target of spells or abilities your opponents control."
702.11d. Multiple instances of hexproof on the same permanent or player are redundant.
Are the "We want value" people happy yet. Jace, Recruiter, Chalice, Bridge, Port, Clique..... This set is shaping up pretty boss to me.
Jace, Recruiter, Chalice, Bridge and Clique are all at mythic which will do very little to lower their prices. Port, however, is at rare, so that should lower the cost a significant amount.
So, no, we aren't really happy yet. This is a good start though.
