Me, I'm a guy with a decent wallet that loves to play his old cards and take offense when I'm being told my whole pod deck is now dead, or that I have to play legacy to keep playing Jace cause R&D is too lazy to test him in non-rotating formats, when I darn well know the truth is that they want me to buy their new sets that contain 95% filler and sell my cards for a fourth of what I paid them.

Okay, the one issue I have is that some of the cards that are banned, i.e. Jace, Stoneforge Mystic and Artifact Lands, were around before the Modern format was created. So they weren't able to test those cards in Modern. I do agree that they need to test some in at least modern so they would get to know the feel of those cards and see what cards they should watch for in the upcoming months after a set release. If Treasure Cruise would be fairly powerful in their Modern Future Future League that they have, then they would watch the meta closely.
I have it as number 10 because it is a way for R/G based decks to be able to respond to control decks and R/G aggro, midrange, etc bad matchups are control.
My top 10 counterspells would be
1. Cryptic Command
You can do many things and not just countering a spell. Very flexible
2. Pact of Negation
Free! Great for combos when they go off.
3. Spell Pierce
Good for counter wars and other troublesome noncreatures
4. Remand
Cheaper time walk without getting a extra turn right away
5. Rune Snag
Just gets better with more in the yard.
6. Negate
One word, Planeswalkers
7. Spell Snare
Good for other permanents. I see you Isochron Scepter
8. Counterflux
Great against Storm
9. Deprive
Some lands are great to play again and again.
10. Guttural Response
Green/Red's respones to the blue mage.
I have some of the cards to make it viable but in the tournament that I play in many of the cards that make it viable I wouldn't be able to run the deck. Also for the Belcher deck I have the cards and once again some of the cards I wouldn't be able to use like Lion's Eye Diamond and Chrome Mox. If they weren't banned in the tournament I would totally run TES. I guess I could go Suicide Storm with Spoils of the Vault.
