Not sure if it's better, but Kolaghan, the Storm's Fury never costs more than 3BR and has evasion and conditional haste, so you can keep trying to get with him and not worry as much about removal. Also most people wouldn't think he is too threatening.
Second, I am wondering if a smaller deck size would be helpful to allow planes with fewer sets to have a fighting chance. Or you could just say you have to have 50 from a plane and the rest must be generic (can't reference any other plane though).
The problem I was having at my old store was that the first game would always be a $5 dollar buy in, winner take all. I saw some younger kids and more casual players get frustrated losing to the highly tuned combo decks and it pissed me off so I decided to do something about it. I think the store benefited from it as well because the prizes were spread out more evenly and more people came back. If I wanted to win every week I could easily build a combo deck myself but that's not what I am interested in.
I keep a deck around helmed by Llawan, Cephalid Empress. The general idea is if I spot someone running an "overpowered" general against a group that is more casual, I like to play "police" and lock that player out. Turns out, most overpowered generals are blue, and with Llawan, I can keep them from casing their Commander for at least a few turns when backed up by counterspells. Zur, Animar, Maelstrom Wanderer, Azami etc. are all gonna have to go through me before they can combo-kill a table of newbies. Also has a selection of anti-Green cards to deal with ramp abusers.
The actual win condition is buyback cards paired with Sphinx Bone Wand, which is quite fun to pull off and nobody can complain about since it is a 7 mana artifact that does nothing when you cast it, and I am not using any infinite combos.
It's not a deck I will pull out to be a jerk, but it's nice to have in the bag. Anyone else have a "police" deck like this?
I think a cost of R would have much better chance of being played in Vintage...2R not so much. Think about changing the downside of the card to keep it at R. Maybe discard a random card OR sacrifice it during your upkeep?

And in a 4+ player game, since there is usually a green deck, you often have the option of copying a ramp spell.
Dromoka is a very nice card for EDH. Not overpowered at all but will open up some more controlling strategies for GW.
