Because I _think_ the way it's written now, you'd get to cast it once from exile, and it would then end up in your graveyard. Not that that's not interesting, but it's fairly unintuitive.
Yes, it's intended to work more like rebound than cipher. You get one secondary cast out of it. It's a bit hard to read, that's true, but I have tested it and it works fine at the table.

Thanks for the individual card feedback! I'll put some thought into Sink Into Silence especially; I want blue to have a cheap conditional counter, but I'm not sure what design is best for this set. The powerlevel concerns on other cards are also noted; I'm not a great dev guy, so I expected there to be some numerical issues.

Won’t the “whenever” triggers following it ALL trigger from just one additional 1 though?
This is an interesting rules point and I hope I can get it figured out! My reading was that it works like the recent cards with "When you do" texts (and so maybe I should use that wording); each ability, separately, gives you an opportunity to pay an extra 1 and says what happens if you take that exact opportunity.

This is a weird Trap. If you look at the Traps that exist, the generalization is that they all get their cost reduction from a thing happening, either "if (restriction) creature(s) is/are attacking" or "if (an event happened) this turn."
So on that basis I think this could be improved if its cost restriction were "If a planeswalker etb under an opponent's control this turn." As-written the card doesn't fit the present mechanical identity of traps or the flavor identity (something bad happens to you if you make a misstep.)
I don't know why this other card needs split second. At the cost it has, it might be oppressive, since it destroys low-toughness hordes and also sets up multiple-turn stalls for low-power attackers.

Mimetic Membrane has a really funny take on the Illusion ability. Well done.

Going to say again what I said to Raptorchan—I think Trap triggers should strictly be events. This is a wonderful dramatic moment in a card, apart from that.
I don't like the chroma in Altar of Serra's mechanic, but it's pretty rad overall.
