Since your budget is limited, in going to keep my recommendations on the cheap side. The advice so far in the thread is spot on, though. You need to be fast or you're going to get hated off the table. Even a budget version of Animar can be a force to deal with.

Sea Gate Oracle / Raven Familiar/ Riverwise Augur - Filter/Draw

Birds of Paradise - enables T2 Animar and helps with color fixing

Sages of the Anima - Really too slow in a competitive build, but can be an excellent draw source until you can replace it with something like Sylvan Library or Glimpse of Nature. Just make sure you're in a good spot before casting it, you don't want to be missing needed land drops.

Garruk's Horde - keep casting those creatures and have a formidable beater to boot.

Caustic Caterpillar/Nantuko Vigilante/Ainok Survivalist - Torpor Orb shuts us down hard, these make sure you can get rid of it.

Brutalizer Exarch - Solid Removal in a budget build

Shrieking Drake /Man o' War - more ways to bounce your stuff or your opponents if necessary

Duplicant - I've of the best pieces of removal we can run, and it runs really well with bounce effects or DEN.

Soul of the Harvest / Primordial Sage - gains us more value from our little utility guys, great draw engines.

Fierce Empath - all around great card for grabbing a combo piece or a needed answer

I feel like when this guy came out I ran him much more, but that could be as much on my limited card pool back then as it could power creep and meta changes in the last few years. I keep a couple of copies around, thinking one day I'll need him again, but he hasn't made the cut in any deck in a while.

Does he do anything for Alesha? Seems like a place he could still do some work.

And you used the best art! This is one of my favorite pieces of MTG art ever, right behind Portal Wood Elves .

As far as usefulness, this card is obviously close to a staple and most people know what it does by name alone. I locked down an opposing Prossh and Ezuri player a few days ago with a bunch of Nath tokens, this card, and Attrition.

With a sac outlet handy, this card is back breaking in just about any token deck.

Junktroller fits in with your other artifacts.

Don't forget that some wheel effects will get you a one time use as well. Time Spiral and some of its ilk.

Have you considered running clone effects? That seems much less Mana intensive than hard casting Keiga from the command zone multiple times.

You can use the Pithing Needle trick if you're really adamant about keeping Dungeon around. Can also run Lethal Vapors for a similar combo, and this might actually aid your gameplan if you're in creature heavy metas.

As for your original question, as Dunharrow pointed out, there aren't a ton of these types of effects that are worthwhile in this format. I would recommend looking at any creature with the "Spellshaper" type, as they all have a "pay x, discard a card, tap: effect" ability, but unless you have a convoluted untapping mechanism you'll only be getting one of each effect each turn. Still, Spellshaper tribal could be an interesting build.

    Look at:
    Greel, Mind Raker
    Jaya Ballard, Task Mage
    Latulla, Keldon Overseer
    Notorious Assassin
    Seismic Mage
    Bog Witch
    Volrath the Fallen

Also, Skirge Familiar seems like something you want to run.

For me, Web of Inertia, Wash Out, Subterranean Tremors, and River's Rebuke all feel a little sub par.

Aetherize feels better to me than River's Rebuke. Blue Sun's Zenith and Comet Storm give you a couple of options as far as wincons with Will's emblem and having juicy copy targets.

I'm going to second the Reprecussion suggestion, as having that paired with all of the "deal damage to creature" spells you're packing, it could be back breaking.

Spot removal also feels really light, sometimes you need a scalpel and not a battle-axe. I can't make any recommendations thought, as your planeswalker combinations may be able to handle that issue for you.

War Tax can also be useful (and political) with your current deterrent package.

EDIT: New Jhoira seems like an incredible draw engine in this deck.

Feldon of the Third Path gives you recursion on one creature a turn, but that's still going to be pretty weak if that's your main strategy.

I vote Kresh, The Bloodbraided. He'll open you up to Green as you want (which gives you Groundbreaker if you missed it) and gives you a little more mileage on sacrificing those fat creatures each turn.

Ugh, nostalgia has me pumped for this, but then I remember that Dragon's Maze was an actual set that deflates the sails a bit. If they've learned from their mistakes with the first RTR block, this could be awesome. I love the flavor and story of this plane, and the og Ravnica was the first block I played MTG in.

I don't care about shocks getting a reprint if we get a story spotlight card of Bolas stepping on Emmara Tandris.

CMC5 and up i'd rather overtake whatever it is with Desertion or Spelljack, do a lot more with Mystic Confluence, draw directly and more of Overwhelming Intellect or get a refund of Spell Swindle.

Not even talking about Force of Will and all the goodies that take a lot less mana.

I like the design of the card, and even at 5 cmc I'd run this any day over something like Scatter to the Winds, but the problem is we've just gotten too many good "counterspell that also does x" cards. Something middle of the road like this never fits in a typical counterspell package, unless maybe your deck has a specific clue token theme.

If I ran Baral and wanted to jam as many decent counterspell variants as possible, this would probably make the cut.

Snuff Out is one that I don't see too often and I love tapping out and catching an opponent unprepared with it.

Rend Flesh is another pet card that will sometimes make the cut in B/x decks, hits most relevant creatures and is an easier casting cost than Murder

I love this card in any monogreen deck, especially as one as reliant on its commander as Ezuri. It's not flashy, but it gets the job done.

I wouldn't have minded seeing a Paradox Engine ban, tbh. There's a few players in my lgs who think it's the neatest combo engine ever and will do their best to spam it at any given opportunity. I think it's a powerful piece in its own, but it could just be my meta where it's an issue and isn't a problem across the board.

I'm trying to brew Radha right now but I got no clue in what direction to take her. Zoo lacks draw but if the deck want's fatties there's a dichotomy to it cause it wants go wide. How does RG repair from wraths, how do I get out fast and swinging.

Don't think I can go ground up from this and will have to wait for someone else to figure a build that works.

Build seems kind of obvious to me, go wide with tokens and then win with Aggravated Assault, a huge Jaya's Immolating Inferno or Comet Storm, or just Beastmaster Ascension

Would maybe start by taking notes from Ulasht, the Hate Seed's EDHrec page, another Gruul commander that wants to go really wide. He's not a mana source though, so it will be played pretty differently.
That just folds to boardwipes and isn't explosive enough and you want manadorks to power Radha out. At which point you need a form of card advantage to make up for playing a bunch of weenies and then that actually doesn't generate enough mana to go off in spectacular fashion.

I guess I'm not understanding what you think a Radha deck should be able to accomplish. For her ability to be great you need a lot of creatures out. That is intrinsically going to be vulnerable to board wipes.

But to avoid getting screwed by board wipes, you have Heroic Intervention and Wrap in Vigor. If you have a +1/+1 counter subtheme there's Inspiring Call which also doubles as card advantage. There's Cauldron of Souls but it doesn't work well with weenies. For elf tribal you can leave mana open for Ezuri, Renegade Leader's ability but it slows you down unless you have things you can do EoT. I think the first two are the best and probably the only ones worth running. I think it's just best to accept that go-wide creature starts are always going to be weak to board wipes. There isn't really a surefire way around it, so just ramp and win before you get crippled by too many board wipes.

I suggest tokens because they give a high creature/card ratio. I really disagree that you want manadorks that badly, they're only good for getting Radha out a turn earlier because once she's on the field, you're stuck with what is basically a 1/1 with no abilities, since now it can't do anything that a lowly Saporling token couldn't do (turn sideways, gain mana.) As you said, that really hurts your card advantage. With Radha I'd much rather have Faithless Looting T1 or Cathartic Reunion or Sylvan Library T2 than a mana dork. Getting her on the field a turn earlier is far less critical than making sure you actually have things to spend all the mana she makes on.

Fresh Meat can be great with an aggro deck against board wipes. You can also rattlesnake against them with Stalking Vengeance and Vicious Shadows. Even one card in hand can be scary if you're looking at taking 10+ damage from a board wipe. Fecundity is a good recovery plan against them, and if you don't go as heavy on a token theme, Ulvenwald Mysteries might be worth trying out.

I'm personally really excited about the format, despite the obvious "sell moar packs" scheme that's lurking just under the surface. I understand the mentality a lot of people are taking about this being fundamentally about making money, but it can also (through rose tinted goggles) be seen as a way to give us a new toy to play with. Standard is failing across the board and I think it would be irresponsible of any company to look at one of their longest running sales drivers becoming less and less profitable and not attempting to think creatively for solutions to it's problems.

There are a lot of solid cards in standard right now that I've already picked up for various EDH decks, so I'm potentially spending less than $50 to acquire the new cards to build the deck I'm spitballing, and $30 of that is split between Search for Azcanta and Torrential Gearhulk, both of which I wanted anyway. Besides that, the deck only uses 2 non basic lands, praise Urza!

I enjoy deck building immensely, and having a limited card pool to choose from or restrictions to build around just gets me ridiculously excited, and that's the reason why the only formats I play exclusively are EDH and Limited. I doubt I'm the target audience here, but I'd this gets some die-hard standard grinders to dip their toes in the EDH hot tub, I won't complain. More players in our format is not a bad thing.
