Well, you can't blame them for that. Although I look at unofficial spoilers when they appear (just to be up do date), I generally don't like getting them too early. It can ruin the whole spoiler season, which is usually the most interesting and exciting aspect of every new set.
Which is weird given that the original Simic were the plane's doctors. In the original Ravinica book the Boros had a vedalken Simic running their sick ward, so its not like the simic haven't been useful to the Boros historically.
Given that the Boros are also white, I think they have enough healers and doctors among them to meet their needs. The Izzet can provide 'high-tech' war machinery for the legion, but I don't think the Boros are too eager about genetically manipulating the bodies of their soldiers. If they were into biological warfare the Boros would maybe have a more positive attitude towards the Simic. That could also be the reason why Dimir thinks so favorably of the Simic...

The coolest arts are always on the crappiest cards (I'm looking at you, Windwright Mage!). I think the chances are high that the merfolk on the poster is a functional reprint of Slippery Bogle, lol

but where can you go to "create" cards like this online?
I think the most common way to do this is with Magic Set Editor (there is also a high res template for 'modern' cards). Although designing the card in photoshop is maybe the way to go for 'realistic' fakes.
On topic: I would like it if you could somehow draw cards off creatures with the simic charm, in an Edric-kind of fashion. A buff like that for all your creatures would probably be too good though...
