Kozilek’s triggered ability checks to see if you have fewer than seven cards in hand when you cast it. Kozilek is on the stack at this time and not in your hand. If you don’t, the ability won’t trigger at all. If the ability does trigger, it will check again as it tries to resolve. If you have seven or more cards in hand at that time, the ability won’t do anything.
That being said, it does do quite a bit with other staples in colorless, so it's not a dud. -

The thing is, you do eventually need to aim things at creatures in burn, and spending more than 1 spell to kill something is horrid. And any format with burn will naturally adjust to pass the "lightning bolt test" as it were. This helps answer the problem of what the hell to do with a big ass Zegana facing you down.

Or.... you use it to create a wall of tokens of your own... In Commander G can get ALOT of artifacts with Tireless tracker...

At this point, I believe WotC just has a dartboard full of "U and G creature types" and just randomly throw darts and figure out a creature from there.
