Yeah, while conceptually cool it would end up being a lot of work to keep a Devouring Ninja fed each time it swoops into play (which, being a Ninja, a player naturally wants to be able to do repeatedly).
The only workaround I can imagine would be if its combat damage effect (or ETB I guess) generated multiple tokens. A Ninja with devour 2 that creates a 1/1 black Rat for each +1/+1 counter on it when it damages an opponent, for example.
Buzzing Blue-Ray 2(P/U)
Artifact Creature - Construct Fish UC
Flying
Whenever Buzzing Blue-Ray dies, draw a card.
1/3
Great card. Should say "when" instead of "whenever" but otherwise pretty perfect. 9/10

Banner of Barendil1W
Instant (U)
Creatures you control get +1/+1 until end of turn.
Splice onto instant 1W(As you cast an instant spell, you may reveal this card from your hand and pay its splice cost. If you do, add this card's effects to that spell.)
Specifically to highlight that it's not copying the restrictions as well in that situation.
Not completely sure, but I always thought restrictions/effects on mana were properties of the ability that produced them, not the mana itself. Like a token producer saying "...token onto the battlefield. It can't block this turn." versus "...token onto the battlefield. It has 'This creature can't block the turn it enters the battlefield.'" Mana restrictions strike me as the first case, but copy effects will only get the drawback in the second.
Bulldozer
Creature -- Goblin (U)
Bulldozer enters the battlefield with a sleep counter on it.
Bulldozer can't attack or block as long as it has a sleep counter on it.
When another Goblin creature you control attacks or blocks, remove a sleep counter from Bulldozer.
