Uh, if lili ults on turn 1, thats insane. -X to discard cards is a big No.
I would say Lili's ult is fine. If she ults on turn 1, it's basically a Mind Rot one turn early, which is not overpowered for a mythic rare. I like Sigis's changes.
My only other gripe is that divinity counters were used exclusively in Kamigawa, and there are no Rhox on Kamigawa. I think that Rhodan should be a kitsune planeswalker.
Correct me if I am wrong, but aren't the +1/+1 counters removed when -1/-1 counters are added, thus letting the creature come back by Undying?
Not true. The removal of +1/+1 and -1/-1 counters is a State Based Effect, and is checked at the same time as other SBEs. If a creature would die to SBEs because of 0 toughness and has both counter types, the game uses the last known information from right before the SBEs are checked to determine if undying/persist should trigger. Since it had both counter types, neither ability will trigger, and your creature will stay in the graveyard.

Bloodbond (If this card would be put into any other zone from your library, you may reveal this card and pay any non-zero amount of life. If you do, you may cast this card. It costs 1 less for each life paid.)
It's kinda like a weird mix between miracle and phyrexian mana for colorless mana, except that it also activates if the card would be exiled or put into your graveyard (or the stack/battlefield, if you really wanted to get the extra bonus from bloodbond).

That's not quite right. The herald cycle works because it asks you to pay three separate costs. This is more like Coalition Victory, where something like Progenitus or other WUBRG creatures would satisfy all conditions. You would have to use wording to explicitly make it count a creature once.
I didn't get to say this before the judging, but I also really liked your card because of how awesomely it combos with Koth of the Hammer. I really wish that was a card
This topic just came up in rulings. Just because it is not printed doesn't mean it is not a part of the card. Because of this, basic land can't be played in off color EDH decks because even without text they have a mana symbol.
Summon Legend is actually right. The card that The Most Curious Thing made specifically references instances of "in the text" of a card, which means it shouldn't interact with abilities that are intrinsic to the card because of its types but aren't actually printed. It's kinda counterintuitive, but if it only affects nonland permanents anyways, it won't really come up at all.
Hey all, I have a question regarding phyrexian mana and EDH. I am looking to make a planeswalker-heavy EDH deck, and was considering putting Norn's Annex in as a way to protect them. My question is:
If I control Norn's Annex, can opponents without white in their commander's color identity still pay 2 life per creature to attack me or a planeswalker I control, since they're not actually adding white mana to their mana pool?

Rules-wise, I don't think memory issues are a problem for her last ability. I think you could just have it say something like "During each opponent's next three turns, creatures that player controls can't attack you or a planeswalker you control." The ability doesn't need to be self referential, as it just sets up a continuous effect that alters how opponents can declare attacks. My only gripe about it is that it interacts abysmally with Stonehorn Dignitary, as both effects are similar, but will be "used up" simultaneously. But then again, you can always just wait 3 turns to play it.
