So, in my box of PDH decks, I really do feel as though this deck is my strongest - capable of defending itself, recovering from 'wraths', and simply overrunning any number of opponents. It doesn't hurt that green is one of the stronger colors in pauper, and Magic has a TON of good elves at the common level.
So, without further ado, here's the Elvish Perfect deck! I used the number area for the CMC, as so many else are wont to do.
Utopia Vow, Lignify, and Serrated Arrows are removal. I might be able to do with less ramp, but there's usually something to do with mana in this deck - Wildheart Invoker, the commander herself, Monstrify, etcetera. Plus, the ramp land-search elves are often used as throwaway combat with Sylvok Lifestaff.
I'm unsure about Echoing Courage, but it might be able to push me over the top with a horde of elves.
Infinite Combo - Ivy-Lane Denizen with Presence of Gond on a Devoted Druid. When the new elf comes into play, put the +1/+1 counter from the Ivy-Lane on the Devoted Druid, removing the -1/-1 from untapping it. Infinite life, too, with Wellwisher or Essence Warden in play. Worth noting because there aren't too many pauper decks that can go infinite in any way, though it's a shame you can't tutor up any of the pieces in common...
So, are there any common elves I'm missing that should be in here, do you guys think?
3) I understand that this is supposed to be tribal, but the objective benefit you get from running an elf over any other card is only that it has +1 more power and toughness, and that's ONLY when your commander is in play. So there's really no need at all to add a bunch of elves over better options.
In particular, the benefit really shrinks when you consider elves that tap for something useful - they will get almost no benefit at all from the general, and should only be included if they are objectively better than any other choice, elves or not.
I would focus more on the general's use as a token producer, trying to protect him and add more token fun (Sprout Swarm?). I'd probably remove most of the mana elves and add stuff like Sakura-Tribe Elder and Far Wanderings instead.

Well, I'll be - how did I forget the Herald? Actually, looking at it, Golgari Guildmage might be best for a tribal PDH commander... Hrum. Might have to rework it as G/B then.
I've already got a Roaring Primadox good stuff/tutor deck (I was frankly amazed at how much green CIP common creatures there are, from Fierce Empath to Mold Shambler to Multani's Acolyte), as well as a Zameck Guildmage deck, so I definitely wanted to try out a tribal theme to see if it would work. It was the Perfect or Elvish Harbinger... which name I got mixed up with this one.
hm, come to think of it, the Harbinger might work out better - one local scallywag runs a Tinder Wall land destruction PDH deck, and being able to tutor out my 'slightly out of burn's reach' elves might help. Or not. I dunno. It's getting most unfun to play against.
