I’ve been working on a “Two‐Dollar Commander” EDH variant which adopts the existing 2DH variant (where each card in the 99 is $2 or less, commanders $5 or less).
In traditional 2DH, people check the prices week‐to‐week, but this is tedious and annoying. It also hurts people who have built decks using cards that may no longer be legal when the price rises just over $2. So my solution here is to have a legal list where cards are only added, and never taken away.
The card pool is updated two weeks after any Commander-legal black-border booster box product release. Any card, of all cards that’s then $2 or less gets added to the pool. If the price of a card spikes, it still stays legal until the beginning of the new Commander season (which starts when the annual Commander product is released). This means you don’t need to obsessively check the prices on all your cards from week to week.
If you build budget decks, or play $2 EDH already, consider adopting Dollar Commander!
I am using TCG Market price for all prices, as this seems to get a better real-world price (and consequently allows for more cards as the trade value is typically slightly lower than the Mid price).
There are over 15,000 legal cards, leaving about 1600 cards that are illegal in the format.
(A bullet before the name means it’s legal only as your commander)

I have a website dedicated to $2 Dollar Commander:
I tried something similar to this: a $50 budget deck.
I played Azusa at about $25, then filled the rest of the deck with nothing but forests (because basic lands didn't count against the budget), lands-matter cards, landfall cards, and cards like Abundance to let me find them. It was a lot of fun, especially Lost in the Woods once I'd fished out every last nonland permanent with Abundance.
I'm sad I don't know more people who play this sort of format.

This is the full banned list.
