Intro: This deck, while it does ok on its own, is really all about the general. The whole deck revolves around getting vigilance creature and cheap tokens to let the general hit hard and fast. Any/All Feedback would be welcome. I need to crush my meta this week lol.
Rules:
http://www.thecommandzone.com/?page_id=12)
The general can be any Rare (no Mythics and with the below banned as generals). Your deck can pretty much run any amount of commons and uncommons but any one card cannot be worth more than $5. Also, if it was ever printed as a common or uncommon it is valid (i.e.: Loxodon Warhammer).
Your meta rules do not specify if the creature must be a legend or not. However, standard Commander and EDH rules require the general or commander to be a legendary creature. As such, you must follow this rule and Knotvine Paladin isn't legendary, so you must change the deck around a bit.
Just going on Ravnica set and not the block, you have to following G/W Generals for under $5.00 (according to SCG):
Chorus of the Conclave: $0.49
Tolsimir Wolfblood: $0.99
You also have the following:
Asmira, Holy Avenger: $0.49
Captain Sisay: $3.99
Gabriel Angelfire: $0.49
Gaddok Teeg: $2.99
Jasmine Borcal: $0.49
Kai Takahashi: $2.99
Lady Caleria: $4.99
Saffi Eriksdotter: $0.39

Generals must be legends. Your own "meta" rules do not specify otherwise.
Actually if you read the very first line on that page it says:
"Similar to regular Commander, Pauper EDH is played with ONLY commons and uncommons, aside from the general, which must be a rare creature."
If you dig a little deeper into the rules you can see that they specifically say that certain Rares can not be a general (e.g.: Divinity of Pride, Realm Razer, etc...)

The purpose of the General is to be a legendary creature. If one is unable to do a bit of digging to locate some legendary creatures to act as a general, they should go back to playing Legacy. I've done the work for him. Thi just seems like a "format" for lazy people, or people unwilling to do a bit of legwork.

Or a variant format for people who want to try building a deck around something different. This has been floating around for quite a while now. If you don't like it, don't play against them; I know I wouldn't unless I was running something similar. Doesn't mean you need to be an ass about it.

[Pr]Jaya | Estrid | A rotating cast of decks built out of my box.
I don't look at it as being lazy... We really just wanted to try something different. We saw all these cards in our boxes (commons and uncommons) that were such crap in regular EDH and wanted to find a way to put them to use. I actually like the idea of any rare being able to be a "general" so that the deck ideas would be fresh as well as the cards used. We weren't trying to make just inferior versions of the decks we could already make.

Captain, United States Marines
"Peace through superior firepower."
From the fact that it bans several non-legendary creatures like Divinity of Pride and Serra Ascendant, I'd say that it does.

edit: nath'd on the rare creature bit
I feel like this deck could use Serra's Blessing.
