They don't have to be, no, but there's no reason to believe they aren't all from Dominaria - it's been a major focus of late, all the artwork feels like it fits and the Canal's out fights are a perfect excuse to bring these Fighters together. The only other planes that seem appropriate for Street Fighters would be Ravnica, Kaladesh, Kaldheim and Kamigawa and none of the arts or names feel like they belong to any of those. So, no - they don't have to be in Dominaria but I'll choose to believe they are.

Maarika, Brutal Gladiator seems to be in the Cabal Pit and if Tadeas, Juniper Ascendant is in the Juniper Order, he is presumably Dominarian.
Zethi is wearing the mantle of Tolaria, and has those chained-up books they love so much. Baldin and Vikya's outfits have the Balduvian triangle all over it. Those elves from The Howling Abomination are Llanowar Elves based on their hair and tattoos. Immard's axe looks like a modern Argivian gear-based axe. Aisha is the one I can't point out.
The things I see in Aisha's art are the ridiculous squiggly sword that the Boros Legion likes and clothing and an artful plume of fire that look very Prismari. Secret planeswalker?

The red banner flags and coloring of maarikas armor and based on the looks of the arena it’s likely cabal pit
