Teferi recruited Saheeli Rai to do three things: recreate the Sylex from Karn's notes, create a time machine to throw his spirit back to the time of the Brothers' War, and to repair Urza's automaton army in case Phyrexians attack them. You recruit her to help with topdecks, mount some flying defense, and to make your artifacts cheaper and your automatons stronger.
Looks pretty reasonable for artifact-heavy decks, spits out tokens really fast for Modern Indomitable Creativity decks. That 4-mana cost will hold her back, though - we've seen Jaya, Fiery Negotiator, and she still basically doesn't see play in Modern.
