Seven always seems a big overkill before the late-game, so the Riveteers have channeled any "waste" energy into a nearby artifact/enchantment. They're efficient in breaking things like that.
Very cool design and makes total sense, but I think it will be a bit hard to pull of amazing things with it. You need to kill something small enough that the "trample" damage lets you kill a meaningful artifact or enchantment. (Also didn't need black in the mana cost, but I'm willing to forgive that for splashy cards in a shard/wedge set.

Red is not supposed to get this high damage on a card that doesn't take the equivalent mana investment anymore. Since black has no barrier to size of creatures it can remove it's there to allow for 7 damage.

7 damage for 4 MV isn't bad and can get rid of a lot of things, and the excess goes to use, but that use is highly dependent on what your opp is playing.
It'll be used in limited for sure without a doubt. Elsewhere, I'm not so sure.
