The -3 looks good. Any 3 cmc or less permanent (not restricted to creatures or nonland?) in the next 7 cards. The +1 is fine, too. She can give something first strike and or flying permanently. The -7 is a little meh. I am wondering why the 3/3 Angel token instead the more commonly used 4/4 but maybe they are more cards which generates Angel tokens and they want to keep it consistent in the set.
I think that her -3 is really good in a lot of ways. It can get her a protector that has invulnerability for one shot of removal or it can help look for combo pieces. 7 cards is huge amount of cards to dig through and it puts it on board too. I think there’s better places for the effect of her ultimate but I am hyped for this card.

Planeswalkers souls end up in whatever afterlife the plane they die on are on. To note as of the mending agyrem dissolved and people who die on Ravnica who don't stay on as ghost move on into the aether.
Theros version of Elysium is called Ilysia and is the green section of the theros underworld where heroes and those who died unjustly go and this where Elspeth was before she escaped.

Just awful. Her +1 is almost worthless, her -3 is alright, but not really that great, and her ultimate is kinda meh, but serviceable. At least each art for her is amazing.
Her art is absolutely stunning. Elspeth has always looked good but damn...shame the card it just...limited? Like, it's practical but there's not much to be done with it. Even the decks that would want it, it wouldn't be an auto-include.

I think if they ever make a Flickerwisp that returns immediately or Felidar Guardian that costs 3 you could make an army in 60 card formats that have a layer of protection on them. I think it's still has some synergy with Flickerwisp as it resets her each turn. and I think the +1 is more decent then people give it credit for because the buff is permanent.

I love Elspeth as a character, and I'm wondering if maybe she could fit into some existing decks that run The Wandering Emperor, but maybe only one or two copies. I absolutely adore the artwork for every version of Elspeth Resplendent, and I've heard more than one person say that she looks a lot like Gal Gadot as Wonder Woman. To that, I would add that she looks like Wonder Woman borrowing from Emma Frost's wardrobe for the Hellfire Gala. And not just Elspeth, but the artwork and overall aesthetic from Streets of New Capenna on the whole... I love it! This card in particular is one that I might splurge on in foil versions just for the art, but that's just me.

Five mana for a +1/+1 counter and an ability counters is an awful rate. It doesn't protect herself or the creature you target, so likely only good when you're already ahead. There are plenty of cards in standard that give out +1/+1 counters like candy, many of which do it for much, much less than 5 mana.
Five mana to get a 3 or smaller drop with a shield counter on it is not great either. Shield counters don't protect from the most commons forms of removal (exile, sacrifice, -X/-X). I doubt that standard will have a card this combos with. They certainly aren't giving us a strictly better version of a card that got banned in standard recently, like Felidar Guardian, while also giving us a card to combo with it. Even Flickerwisp with this is a do nothing synergy. It just makes her -3 into a 0 once.
Finally, in order to use her ultimate, you need to have two turns in a row where you can safely +1 her, which means you're already ahead. In that scenario, using her ult is actually not that strong of a play, as it walks right into any board wipe they may be holding.
She's very win more, but not exactly strong even then. She doesn't shorten the clock much while you're ahead, she doesn't provide much value in an even game, and she struggles badly when you're behind. I can't think of any reasonable board state where she is better than The Wanderering Emporer or even Kaya the Inexorable.

Yeah but I think that you have to think of it as not as +1 for 5 mana but a -3 and +1 for 5. I do admit that the ultimate is crap and that the Emperor is better, but I think she is definitely better than Kaya.
