Good point. I've been starting to wonder whether this and the recent mention of making cards "future-safe" against introduction of new card types was foreshadowing a new card type coming soon. Still might be.

I guess they didn't want 1st copies of these lands to contribute to reducing the cost of the second - they must have felt that would be too strong.
That this targets every major kind of permanent makes it very strong IMO.
