this card of the cycle is essentially Guardian of faith and but goes outside creatures and still can do creatures this is not as good unfortunately
I saw for a tip if you have this and guardian in hand just use guardian for the creature and this for artifacts/enchantments
EDIT: OH whoops you got a better use you can use this to remove your opponents stuff long enough for the win. Infact phase out darksteel mutation effects from your stuff hide the thing when it comes back kaboom to the graveyard it goes.
(actually you know what it looks idenital to Rattlechains so i will call this as a teenager)
It's okay. Reminds me of Harbinger of the Tides. Both have relevant tribes, with Harbinger's second U pip being usually a drawback but in this case part of the reason it saw play in monoblue devotion. Bounce is more powerful than phase, but this is far more versatile since it can protect your stuff and also target noncreatures. Harbinger isn't just a french vanilla body if you play it for 2, but this card's body is much better.
Still, it feels like a redundant piece in older formats when you consider Rattlechains, just like Harbinger doesn't fares too well in older formats when it has to compete against Merfolk's 2 MV lords. Could be a player in Standard and maybe Historic/Pioneer but other than that, it's just... okay.
hrm.....very weak with no "you may pay" instances--a flash flying 2/1 that chumps something? *shrug* With extra payment options though, 3UUU for a flash flying 4/3 that can phase out up to 2 artifacts, creatures, and/or enchantments? Blinking out attackers settles combat and blinking your own stuff for etb effects could be very useful. Late-game blue-based control can change the board state and land a finisher. Doesn't seem as good as the other two Adversaries at face value, though.

Just a note that this is phasing, not a "blink" so you don't get to re-trigger your etbs. I agree with your review though - this feels a cut below the other two adversaries spoiled so far.

... if you phase out something without any indication, they'll phase in at the next untap right?
Funny that they made phasing decidous/evergreen but they won't do that for surveil
Oh, also it's nice to see blue cannibalizing another mechanic that could have been promising for white.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.

Phasing in happens at the beginning of your next turn...if I recall.
Correct, phasing in happens at the beginning of your next turn, before the untap step, and as others have mentioned, this won't retrigger any ETB,or unattach equipments, etc, so this card doesn't look that powerful, an Azorius tempo deck isn't probably interested in paying the "kicker" more than once, so you'd better be in a rather strong position where phasing one creature out can mean winning the game, it may end up seeing play but I doubt it will be the star of the deck.
So I just noticed that this one partially appears in the White Adversary's art as a spectral hand and the Black Adversary's missing hand shows up in this one's art if you look in the bottom right, its more visible in the full art.
EDIT: So now we know that all five Adversaries are in the same house hunting each other down. And if you look at the Black Adversary you will see bats, so the Red one is going to be a Vampire.
Looks like they're finally delineating between White and Blue phasing, with Blue getting the offensive option and White getting defensiveoptions. On "multikicker" mode, is the finisher option for Spirits or whatever Limited deck is running it, with a decent-sized body for when combat math screws with you.

its in order of WUBRG as well nice catch. two see anything in black ones art for the red one? i can think of is the bat in the picture. (the bat as in vampire transformed)
Assuming the green is a regular wolf (werewolf would be DFC) the red ones art might have a wolf ear or tail or fangs
and In the green ones art we can assume it’s the humans lantern

I concur--delayed blink.
