Am I wrong is saying this upside nearly makes this as good as Counterspell in standard?
The draw option on Neutralize is cheaper and Sinister Sabotage gets you a little graveyard synergy while still countering something. It's good, but certainly not too good for standard. It is common while those were both uncommon though.
