Hot dang, it costs no mana to put a counter? That's HUGE. One of the biggest advantages of running fewer colors is being able to get extra utility in the form of lands that tap for C, but said utility lands often come with huge mana costs that limit their usefulness to lategame mana sinks. No matter how useful Crawling Barrens is (and it's very useful btw), it's still something you'll use only if you're out of cards.
This, on the other hand, reminds me a lot of Mutavault. It's not something you use when you're out of options, it's so cheap and versatile that it's always an option. Will you play that three-drop creature, or will you main phase Heartless Act, put a counter on your creature and protect it from your opponent's Heartless Act? The opportunity cost for such utility in one- or two- colored decks seems pretty much nil. And it also acts as a fixer in a pinch? Sign me the hell up.
Maybe I'm overrating it, but this seems to be one of if not the best card previewed so far. I genuinely think if this didn't had that Sorcery speed restriction, it could see play in Modern and beyond.

I'm not entirely sure I agree with you about not paying for Crawling Barrens if you have other options. There have been plenty of times I've had a full hand and activated Barrens 2x on my opponents end step.
The ability is good and if there is deck that casts instants and sorceries while playing creatures and the colorless mana doesn't affect them much it could se play since the ability is free.
The +1/+1 counter is decent, the land itself is fairly bad, as you dont really want a Unknown Shores in your deck if you can avoid it for constructed.
Making spells 1 colorless more expensive to get the +1/+1 counter could be good for the lategame, to make something with evasion big enough to win the game.
But currently thats a hard sell in the kinds of decks that are in constructed, which either dont play enough instants/sorcery or almost no creatures, and on top, a colorless land is more of an issue if you cant make a play because of it.
I wonder when they will get rid of the "as sorcery speed" at whole. It's unelegant and cluncky (and confusing for new players : could make you think the card must treated also as was casted a sorcery). I hope one day, at least for new cards, they will do something along the lines of "activate only in your main phases" or "only in your turn" which even is not exactly the same ruleswise, it would greatly improve the wording overall.
