I looks like they did the Inscriptions as "Rare kicker spells in the kicker colors", which are Blue Black and Green. While White and Red have kicker cards, they're not the focus and they don't get the kicker "payoffs".
Hahaha, I dig the Amulet. I've been brewing a set where Wizards care about charge counters on artifacts, so that's hilariously synergistic. It's also a pretty solid card for Limited, it'll be flinging overcosted, creatures-only Shocks in colors that could benefit greatly from that removal.
The Axe is ... not great. If the creature isn't a Warrior, it's trash, if the creature is a Warrior, it's still a meh Vulshok Morningstar. Auto-equipping when it's cast is nice, though. The bonus for the equipped creature could have been better. Like giving first strike or trample, just a bit of something. I think I'd rather just play Bonesplitter, and I don't play Bonesplitter.

I can see what they're saying here, but wow, that is off. Like really off. Sure the landfall enchantments are great, but all colors have kicker and red and white could use more versatile instants and sorceries. What a shame.

I guess because there's only four party-peoples and thus one color had to bite the bullet?
