The Rioter is genuinely decent as a bear that generates card advantage thanks to your ghost quarters/fetches/dredge. By the time you have enough lands in your graveyard to make the dragon worthwhile (4 to get a 4/4 flier for ), the rioter is basically a half-cost flametongue kavu (Making it cheaper than bone shredder and similar creatures that kill on etb).
Both of these, however, may find a home with our one true lord windgrace.
Edit: Just realized that the rioters have a death trigger instead of an ETB trigger. Dang. I guess that I'm kind of lukewarm on both of these guys, then.
This set already got more lands-matter cards than the entire freakin' Lord Windgrace precon deck did.

Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
Both are solid, but scream "not quite there" to me. Dragon is good, but to get the most out of it you'd have to cast it by around turn 4, hopefully turn 3. Having an aggresively-costed body for cheap that blocks Arclight Phoenix is something many decks want, and I could see decks running Gurmag Angler trying to fit in a few copies of this, but it's an awful topdeck post Angler and I don't think it'll work very well.
Ruination Rioter is more of a brew-around-me card, simply because it hits any target. Get buncha lands in the grave, sack him, deal 10+ to the face. Could be teched around with Knight of the Reliquary in some kind of Naya creature brew, but getting said sack trigger in Naya is the hardest part. I guess you could always Bolt your own dude?

Exactly. When I read it, I felt sure there is a way to abuse it. Knight of the reliquary already sometimes play red for kessig wolf run (in less than 12 parsecs).
speaking of precon decks. does this set not have theme decks?
No, no it does not. Summer Innovation Products such as Modern Horizons rarely do.
As for the cards, both are auto-include in Lord Windgrace EDH decks, but I don't think they will see much play in Modern, unless they inspire a new deck archetype.

Into Turn 2 fetch, Burning-tree Emissary into this into attacks
Into turn 3 fetch, Attacks, Heartfire the Rioter + Bolt seems like a perfectly scary sequence of cards to play in Gruul Stompy
