Not a bad mana rock at all. Any deck with two or more colors will want this.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
This card is really good for Commander. Shame it ETBTs, but still a strong contender for pretty much anything that runs lots of colors.
Also, grab them while you can, 'cuz with a name like that, it's unlikely it'll be reprinted anytime soon.

Yeah, I could definitely see this in every Commander deck with at least two colors. At least it’s an uncommon.
I feel like this one falls short, unfortunately. Sisay's Ring only taps for colorless, but enters the battlefield untapped, which means it's more likely to have an immediate board impact. That said it also barely sees play in EDH, and I don't expect we'll see Firemind's Vessel showing up very frequently either.
Tapping for two different mana specifically is flavorful, but could also be somewhat of a hindrance for the mono-white or mono-red decks this might otherwise see play in.
I dunno if I like it. Way I see it I can either pay for Thran dynamo which only produces colourless but can act straight away or I can pay one more mana for Prismatic Geoscope instead which can produce up to 5 mana in any combination I feel like based on my land base.

I don't think it really has a place in any mono-color deck, but in two colors, man I love it. Like an Ur-Signet.
This is commander legit. This should be making it into a lot of people decks. I mean this is a dream card for a lot of my builds. Very happy with this one.

Also the card looks like an improved Sisay's Ring. With the handicap of cipt in exchange for producing colored mana.

Numquam evolutioni obstes. Solum conculceris.
Pascite draconem, evolvite aut morimini.
Anyway Nissa vison on amonkhet foreshadowed this with “a dragon will fall”
How ever it didn’t pick up on the part he will resurrect
If you dont want to play it, your deck really tries to do something very very special, otherwise this is simply good.
