That ability is really weird, but card advantage is card advantage and this might prove to be a pretty good 5-color commander since you're probably not going to want to kill him to risk his controller getting even more card advantage.

From Wizards. At last we finally get to see the new Niv-Mizzet at last. I like that he cares about Guild colours and also like how we enter the third act of the story at last.
The Gamespot article for Finale of Promise states that, "These cards are meant to signify major story moments in Magic lore. Finale of Promise shows Niv-Mizzet being reborn through the use of the Elderspell."
But here, Niv is a mere creature, so the article is likely incorrect and Niv actually just becomes the new Living Guildpact, otherwise Niv would be reborn as a Planeswalker, not a creature. Right?
How on Earth do you build around his ability? I feel like most of the time it's "look at the top 10 cards of your library and if there's a guild split card, reveal it and put it into your hand". The split cards being the best way to minimize color screw as you are building towards Niv and maximize late game effectiveness

This is the downside of the way they are doing this spoiler season, Gavin mentioned "the last time we saw Niv, he was being struck down by Bolas" but we haven't seen that on a card yet... It's hard to time everything so that the cohesive story gets told in order.

Right, so it looks like Nicol Bolas is being Reborn again through the Elder Spell, as he is the one that currently knows the spell. Niv is attempting and becoming the new Living Guildpact.

Uh...just stick a bunch of the best 2-color cards in your deck, in something approximately an equal proportion, with the best fixing you can afford?

WotC really failed this time, we got the rebirth of Niv Mizzet, an artifact speaking of his death. But where is the card depicting his death? They missed the opportunity to make us cry.

Doesn't seem like rocket science to me.
I'll assume you're thinking EDH and while I'm a huge fan of the format and live for silly decks I just don't see it. The floor with building around next Niv is that you loose without having played a single thing because your hand is Coiling Oracle, Blightning, Feather the Redeemed and Armadillo Cloak, and your lands are forest, swamp, plains, golgari signet. The cieling seems to be wubrg, create a 5/5 flier, draw 3 (maybe 4) cards. I feel like there are better risk/reward ratios available.
And speaking of missed opportunity... how do they do an "event set" and not bring back Sagas? Those would've fit perfectly. They don't have to only depict historical events.
