Edit: does proliferate work with fate counter? it would mean you can play fall, play a land and get back 4 lands immediately for proleferate x 5? I'm 98% sure it works.
This has the potential to be so broken in a Modern Superfriends deck with fetches. Also, you can potentially use Kiora, the Crashing Wave's minus every turn and actually BUILD loyalty over time.
Yeah, this is an environment where you might well have three planeswalkers and two creatures with +1/+1 counters on them, then get two proliferates a turn with this. And I'm talking about Sealed here.
I like the approach of taking what would have been a $20-$30 mythic the moment of it's announcement - and making it a common instead.
Lowering the rarity of such power makes the game more affordable, in regards to $.
Nice moves that WoTC is making.
This may also be a byproduct of the existence of Modern Horizons in a way that we don't yet recognize at face value.
Standard can be better, and focus more on being a better Standard, when WoTC doesn't have the pressure to feed Eternal formats through it. This is a side-effect of this new outlook, I believe.

MaRo has stated that proliferate won't be in every color. The set has 2 mechanics amass and proliferate. It seems like blue has both. White, green proliferate. Back, red amass.
Although you'd still need the initial amount of loyalty to use some of these abilities, the result can mean that the cost is a lot less, or gain you more loyalty.

And as for the card Atraxa, Praetors' Voice and lord windgrace deck players are gonna have a heart attack of excitement when they see this card

Seriously though, this is the answer to one of the biggest problems I have in my K&T deck, which is getting an immediate Ult on Nissa, Vital Force
Hell, with this I could maybe get MULTIPLE ults on her.
Maybe this is why WotC was confident that they could release cards base on the pace of the story, without being boring.
