To permanently gain control of creature (or better yet a planeswalker about to ultimate) isn't bad but in mono-blue doesn't seem realistic to get more than one or two things.

The mana cost is pretty hard to swallow, but 6 mana is about the going rate for permanent, unrestricted control changes. Believe it or not, there haven't been very many no-strings-attached control change effects on sorceries. Blatant Thievery, which hits any permanent, falls in between X=1 and X=2, and, while it is more efficient in multiplayer, this can be stronger in 1v1 or when an opponent has multiple juicy targets in multiplayer.
I doubt it. Cabal Stronghold is pretty terrible outside of mono-black. To generate any sort of mana advantage, you have to have at least four basic Swamps (shocks don't work). For this spell, you also have to have UUUU, which you can't get from a basic Swamp, so you're looking at Stronghold + 4 Islands + 4 Swamps (9 lands minimum) before you generate more mana than just eight lands that produce one each. In Commander, you could run basic Islands with Urborg, Tomb of Yawgmoth, but even with that, you have to have at least six basics with Urborg and Stronghold; this does generate ten mana, so x=3, but the basic restriction slows it down a lot, and any other nonbasics hurt the efficacy.
Remember how in Guilds there was one card that referenced the Gruul? No rhyme nor reason to it, just a Gruul in a set where the Gruul were not featured. Yeah, I guess this is the Dimir returning the courtesy.

there's a little deck called mono black lantern that is the ideal home for this. it would have no problem casting this to steal an entire board. the deck struggles vs bg but this can easily turn the tide.

It's actually not that bad if you are playing Lantern Black. I can regularly cast anything, even 2 sideboarded Nivs. I'll give a shot, for sure. Chromatic Lantern makes everything playable with Cabal Stronghold. I also have 2 Azor's Gateway, which would also let me cast it, and for quite a large number usually.

To be fair there were Gruul ones in GRN.
Also to be fair 6 mana to steal a walker seems pretty fair. Quadruple U is rough but this could be very powerful.
That cost is super weird in a multicolor set like Ravnica.

I was *absolutely* expecting a Simic stat-changing spell,
not a massive Dimir Dominate.
It’s also really odd it isn’t Mytic,
but I guess those are reserved for this set’s guilds?
