Well, technically, Dimir has 4 mythics, but it's hard to deny that surveil is beneficial to Golgari and Izzet. Infact, the demon is probably the best honorary Golgari card in the set despite the Dimir watermark and keyword.

Many moons ago, I used to have expectations that every set should be balanced among all colors/guilds/whatever.
Then I finally came around to accept that Wizards typically lets story push the card design more than I anticipated, which is why a set can have Urborg while other colors don't get some insane ramp spell in the same set. It's not how I would design a game, but I also don't have a pedigree that includes supporting a 20+ year old game, so I defer to them and accept that there will be ebbs and flows across colors as the story moves along.

Because two of those mythics are mono-color cards that easily slot into (and potentially work really well in, given how much Surveil synergizes with the Undergrowth and Jump Start) decks in the other two guilds. The mono color cards have never been perfectly balanced in which watermarks are given out, because different guild mechanics have differing amounts of space, and they've got fairly strict rules about what deserves a watermark. Divine Visitation, for example, isn't watermarked as a selesnya card, but that doesn't mean it's not going to be good in selesnya decks.
I don't think it's a plot-related image given it does not have the planeswalker imprint.
Planeswalker watermarks indicate "important" plot points, but not all plot points. I put important in quotes because there are other plot points which might also be important. Like, obviously, we all knew Hour of Devastation's important plot points were going to be the Hours themselves, but the Defeats are also important as character establishment for the Gatewatch, and Razaketh is important to Liliana's own life, and, away from the Gatewatch, Leave is a plot point. As is Life Goes On. Same thing with Dominaria.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Because Dimir has traditionally been nothing more than mill and draft chaff for more than a decade, and Play Design decided it shouldn't suck anymore?
Following that logic, we're now in full paranoia mode, with everybody accusing everybody of being alt right/a Russian bot. Just like the guilds are.

this card is a wacky fun card, and it's on a completely different power scale than Hedonist's Trove, which simply sucks no matter how you look at it.
still, trash mythic though. Will only see play on kitchen tables.
Interesting this bypasses some grave hate (those along the lines of Ground Seal and Grafdigger's Cage, not those that directly exiles graveyards like Relic of Progenitus, but usually those that can activate at instant have board presence to warn you).

Plus, Mythic falls into two categories: over-powered bombs and narrow weird cards you don't want to open in limited. This is much more the latter.
