Jiang Yanggu
He doesn't know his name and family. He named himself Yanggu (literally "vale of sunrise") after the eastmost vale. To save the Jiuli Clan which is haunted by plague, Yanggu ventured in to the Mountain of Ten Witches for a solution, but find himself acquainted with a mystery lady through battle. With her help, Yanggu tackled the threat of plague. In order to find out who he really is, he went onto the journey of expedition with the lady.
Mu Yanling
In the thundering roar of Kui cattle, violent wave devoured Mu Yanling's homeland. Luckily, she was saved by Lishan the wanderer. But when the two went on the journey to Yunmeng the Great Lake, Lishan suddenly met a bizarre death. Holding Lishan's body, poor desperate Yanling cried and lost consciousness, but when she wake up, Lishan's body is nowhere to be found. Despite the sorrow and shock, it gave Yanling a glimmer of hope - could Lishan be alive?

So let me let see if i understand this right. Mu has a tragic story that should have ignited her spark, but doesn’t indicate that she did just that she passed out. No indication of drasticly different surroundings. Jiang doesn’t imply planeswalking at all.
So what was the point of intoducing charaters whos are planeswalkers, but not planeswalk? At least with Elspeth ist was stated she had put no longer wanted to.

Yeah, I agree it's kinda weird, but if there's one thing Kitsunes/Huli Jings/Fox Spirits are known for in their myths, it's trickery. They were shapeshifters, manipulators and illusionists. A few of them are benevolent guardians (even tho the only that comes to mind is Kuzunoha, and I'm not sure she has a Chinese equivalent) but most of them are vile beings that would definitely qualify as U in nature, and sometimes even straight-up B (read: Daji and Tamamo-no-Mae).
Which makes me think, why were Kamigawan Kitsunes W again?

It doesn't state for Jiang on what the trigger was either. There is the possibility they already became planeswalkers and we are following their adventures.

White associates with orderly culture, and kitsune in Kamigawa were imperial samurai, advisors, and scholars, so they were white.
I think the point was more along the lines of: why were they those things, rather than tricksters?
Two possible explanations:
1) Kitsune in Japanese mythology associates with Inari Okami, deity of (societal) prosperity, and its messenger, therefore Kamigawa was likely designed to show the more orderly side of Kitsune, as they use their wits in battle and imperial court.
2) WotC might've wanted to emphasize only one major non-human race per color story-wise, and moonfolk was the blue's go to with heavy plot surround them. Kitsune would fit blue's trickster category but as with #1 I think they are associating them with societal order in this plane. We can of course argue that ogre spans red and black alike, so we might see blue Kitsune in return-to-Kamigawa.
