Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
This doesn't seem that great. Playing it turn 3 isn't going to net you anything grand.
Playing it in a later turn, if you're copying your opponents creatures, you might have to sacrifice one of your own to get the Raid trigger - which is an alt cost to the 3 mana investment. If you have the best creature on the board, then seems a bit win-more.
In limited it will be fund to play this on curve as a 2/2 pirate for 3 and later "bounce" it and since it's a pirate you targeted you get to draw a card and then make it their biggest best creature on the board.

Isn’t the key to pirate combat to be evasive? If you’re running your pirate’s face into a wall you’re already Doing something wrong.
This doesn’t have to be an aggro card so you don’t need to worry about dropping it on 3. After that, the reduced cost just lets you keep mana up for shenanigans. Kill spell, counter, bounce, etc.
Since pirates don’t make the best blockers, you could drop this as a copy of your opponent’s biggest fatty which isn’t win more.
Would you get duplicate raid triggers if you copy a raid creature? Seems pretty good IMO, especially since it can be played for 2/2 at worst, keeping from it ever being a dead card, like most clones.
By itself its not horrible compared to other clones as it actually has a body rather than 0/0. Its cheaper than the average clone card. Probably will copy a bomb, evasive or raid creature.
You clearly NEED raid otherwise its a craptastic card, and even then its just a clone without any extra upside.

I would count it as a terrible clone, especially as this will reasonable often be a dead clone that copies nothing and thats just unbearable.
Vizier of Many Faces is a much stronger clone for that matter and you need a very very good reason to run this over it (and something worthwhile to copy too, that doesnt eat one of your attackers or produces other forms of terrible trades).
Getting a clone only after attacking also makes a clone on something like a Glorybringer much worse too.

As a 2 drop that clones something as a Raid trigger after combat each time it would be something to work with.

There are no clones with rarity lower than rare since Revised Edition. The only exception is Mirror of the Forebears intended for EDH.
