Wow, all limited good stuff. The castaway can block, the 2/1 can trade and give you mana, and skullduggery can be a 2-for-1 in the correct context, otherwise a fine trick for a single mana.
I still don't have a good picture how fast this format will be. Pirate and dino look very aggressive, so it could be yet anther fast format.
The restriction on Castaways isn't a problem because treasure tokens are going to be so easy to attain--decent stats for a common ground creature. The Hoarder...well, it's a pirate and if it dies then at least you get something for it--this one will actually be better in Standard because it enables revolt push. Same for the Buccaneers--it is a pirate and when it explores I would rather put the counter on it for a hasty 3/3 to enable raid.

SS does cost more, but
1. The +1/+1 is a counter, not just an until end of turn boost.
2. You don't need to control a creature to cast SS. You can cast it just to kill an opposing X/1 creature. You can't even cast Skulduggery if you don't control a creature. It's 1-cost removal that you can't even use on T1-draw to take down an opposing T1 threat (unless you happen to have an Ornithopter), and ability to remove the first threat is half the reason you really want your removal to be 1-cost.

Yes, you can only cast the spell if there are legal targets, and there are only legal targets if you control a creature and your opponent controls a creature.
If one of those targets goes away after casting before resolving, the spell will still resolve and do what it was declared to to on the other one.
But yeah, needing your own creature on board is a major drawback of this card many are overlooking. Your opponent is swinging at you on an open board with a 3/1? Your 'removal' spell can't touch him, because you don't control a creature.
Seriously though, where are the Merfolk? 10 Merfolk cards so far, most of them weak, while we're drowning in awesome Dino and Pirate stuff.
I believe MaRo stated the went a little more in on the Dinos and Pirates because they had far less support overall while Merfolk and Vampires have much more support overall. There all still getting good support set wise just extra for the less supported tribes.

I do like that Brazen Buccaneers. It's a bit random, but one result is another land toward whatever. If it's not a land, it's like "Oh, here's a Hill Giant with haste and you get to scry 1."

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I liked Subtle Strike more. Making the pump permanent was worth the extra cost.
Still, largely an upgrade over past instants Steal Strength and Leeching Bite (if slightly more target-limited).

That is a really relevant drawback relative to Borrowed Malevolence and Subtle Strike.
Stay reasonable, be mindful of your expectations and don't feed the trolls.
