What's making it mediocre? Just the cost? Because worst case scenario, you name Brushwagg and get a full wrath, if an expensive one. But most of the time, in a tribal deck, this is a Plague Wind for 2 less.

It's probably by design choice. White gets the cheaper symmetrical wraths but almost no targeted removal. Black gets tons of targeted removal but few wraths, so the ones that exist are generally mana-intensive (except Damnation). Also, black wrath effects tend to be one-sided, since black is generally "selfish," so it costs more mana for a one-sided effect (all of those are 7-mana or more). I've seen black get symmetrical -X/-X effects in place of wrath effects in more sets. I thought the last "cheap" mono-black wraths were Life's Finale and Bontu's Last Reckoning?

I see a more flexible wrath. A wrath that spares your Dragons, Vampires, or Wizards, making it almost always one-sided in a tribal deck. Definitely deserves the mana cost. At any rate, Crux of Fate is already in the Dragon deck, so this is most likely in Vampires, which care the most about things dying.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
