Actually in limited this isn't that awful. Trading resources is basically how limited works. It's not great, but much better than i think you give it credit for.
Because it's actually quite deserving of that slot? Milling, at each end step, based on cards, not permanents put there that turn? Its a pretty powerful effect at a very reasonable cost. I like it at rare.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Stop doing this.
This is actually extraordinarily powerful in mill. And it isn't just cards that are milled. If the cursed player cracks a fetch, on that turn's end step, the player puts a card in his or her graveyard. If the cursed player plays a counterspell, a card goes into the graveyard at that turn's end step. And if you have two curses attached, they'll stack on each other. So if you play Glimpse the Unthinkable on a player with two curses, that player puts 40 cards into his or her graveyard, as the number of cards is determined on resolution.
For what this card wants to do, it's actually obscene. And at 3 mana, it's incredibly reasonable. If you're interested in making a mill deck, this is a card that needs to be in it.
This+ Sphinx's Tutelage has so much potential to ruin friendships, I doubt it will ever be seen outside of casual formats though, still, milling decks in Commander have found another tool to grief their playgroup

Depends, If they had an even number of cards, yes. If they had an odd number, one would remain. Not that's it's hard to mill that last card.

still, mill on modern has had a lot of hate over the years which impeded its potential(big eldrazis, leyline of sanctity... among others)
