Yes, there is no mana cost on the card. The top right hand corner of the card looks like a land would (except with blue border). Freaky.
Ah, that card is hilarious.
Yet awesome. In terms of card draw, it outstrips the green onna in terms of efficiency (though it only works off arcanes). Reach through Mists becomes an instant council (well, 1UU - still better than sift)
I wonder if there's a 'warped cycle' of these, or if this is unique in having no mana cost. Glad for the reminder text - it'd confuse people no end (free arcane cantrip! only not).
Now all we need is a cheap arcane counter (I guess you can splice this onto shoal... it negates the card disadvantage, but then you're paying 1U for a counter... a hard counter, and you get to cycle a card, sort of).
Seriously, the wisdom mechanic better be some good, because I'm predicting 8-12 cards in every deck having to involve card drawing for it to be any useful. With around 24 more being mana sources, that doesn't leave that much space for the real cards, the ones that win games you know...
OK, I had a look at the orb: there are occurrences of color words that are not accounted for in the orb thread. I guess this means there's a fair chance this is a cycle (or at least more than one card).
Edit: Hmm, not a cycle; there aren't five unaccounted occerrences of 'spells'. Does the orb count reminder text? I've forgotten.
In case anyone missed it, this also makes whatever spell you're splicing it onto blue. I'm pretty sure this would allow Sapphire Medallion's effect to apply to normally-non-blue Arcane spells.

That doesn't matter - when a card's name in mentioned in that context, it means the spell it's on. Splicing a Glacial Ray onto a Reach Through Mists will have the Reach deal 2 damage, not the Ray.
Just for the record I belive from a rules point of view there is a difference between , 0 mana cost and No mana cost , (ornithopter doesn't have text saying it can't be played )

That's because there's a rule that specifically says so:
203.1. The mana cost of a card is indicated by mana symbols printed on its upper right corner. Tokens and lands have a mana cost of {0} unless otherwise specified. Paying an object’s mana cost requires matching the color of any colored mana symbols as well as paying the generic mana cost indicated.
I would agree that it probably has a converted mana cost of 0, but there's no telling at this point.

Not true - first, splice adds rules text, not abilities; and second, "[this] is blue" is an ability (a characteristic-setting one, yes, but still an ability).
Spells don't have abilities when played. A spell is a spell. The only ability on the card is splice. The color part is a typesetting effect. The same thing goes with Kobolds like Chrimson Kobolds etc.
Still I'm not quite sure how to handle this, and I'm waiting for a clarification by Wizards. My first guess is that the Colors aren't copied by splicing and the splice-carrier keeps its color.

Certainly goes along with the "wisdom" theme, considering it wont be leaving your hand to do its thing.

I'm guessing this is rare. Making this common/uncommon could cause problems at the prerelease.
