I haven't touched Vintage in a few years, but my playgroup has finally decided to allow proxies, and one of them wants a Dragon deck. So, obviously, Dragonstorm came to mind.
Since I am out of the loop here, I could really use some advice on constructing the best deck I can. Budget is not an issue.
Going to restate what I mentioned in there briefly, while Dragonstorm is a neat idea there are much more efficient options in Vintage for Storm kills.
If your basis for a deck choice is going to be based on "Dragons are cool", then maybe you are looking for more a casual suggestions, check the casual forum.
As to the deck itself, Force of Will is going to be relatively useless a fair portion of the time with only 12 blue spells. piggyboy1 is right, 10 Dragons is probably too many, if you cut 5 of them then you could get to 17 blue. But even then your protection for your combo is going to be just 4 Force of Will. Then the 2 black spells (not counting Draogons) are going to cause problems as you only have 3 black sources.
Since we mostly play multiplayer, I think DS would be superior to Tendrils because of the ability to take out multiple opponents easier (drop 4 Hellkites with Karrthus, do 20 direct damage, then swing for 27 more).
an interesting concept: vintage dragonstorm. I wonder, though, that some of the cards might not be better off in other ways. I can't see ancestral recall actually being that good. yes, 3 cards is good, but dragonstorm rarely wants to draw those dragons without a way to put them back. It's a shame that brainstorm is restricted, but honestly, and I hope people don't disagree too forcefully, but I think that sensei's divining top has a place in here over the ancestral. You've a lot of fetchlands and the ability to get the one or two cards you need every turn is a good way to combo out, in my opinion. The other option is to run one or two less dragonstorm and just be happy go lucky with your tutors and power draw. Even most tendrils lists don't run too many tendrils.
Also, Intution fetching Rite of Flame is a cute trick.
Finally, Hurkyl's Recall is a great way to generate a huge storm count and tons of mana with all your artifacts. It also doubles as being generally useful hate.

if you're still looking for other multiplayer storm options, then Empty the Warrens and Hunting Pack are both longer lasting than tendrils, but probably easier to storm into (although hunting pack is just barely more stormable).
Going totally off track if you are going to make a Storm Engine for Multiplayer then something like 2 Kobold of Kher Keep and Cloudstone Curio will give you enough Storm to use Grapeshot to kill everyone simultaneously. Tendrils & other methods work too, but aren't necessarily in color (although red mana is needed to play Kobolds). Brain Freeze suffers from the inclusion of more and more Eldrazi creeping into play, reshuffling decks.
a suggestion is to add pact of negation and burning wish, something to try is a charbelcher deck and try to make it win turn one, that could be fun. this just seems like the kind of deck that wants to go off turn one or two
