If I hadn't, sinkholes and shades would be here...God I hate myself. I'd also remove vindicates for contagion and some discard, but I ordered them and I'd sort of be wasting 33 bucks.
In other news, crazy nitwits playing dress-up have also convicted the Hamburglar, the Cookie Crisp Crook, and the Frito Bandito of sundry snack-related thefts.
Seriously, what about this strikes you as remotely worthy of discussion?
Sui-black is a very aggro deck. It hits quick and it hits hard. As in turn 1 5/5 creatures (Phyrexian Negator) or turn 1 discard and land destruction (Hymn to Tourach/Sinkhole and Duress).
Your deck just doesn't have a way to pack that kind of punch early. Yes, you have the angel, but that is a very late game card. You seem to be focusing more on defense when that isn't the goal of an aggro deck.
Personally, I think Withered Wretch is more of a sideboard card, but if you are facing a lot of graveyard based decks, by all means keep it maindecked. Other good creatures include the Negator, Hypnotic Specter, and Flesh Reaver for use against control decks. Nantuko Shade, Carnophage, Sarcomancy, and even Savannah Lions are good against aggro. They will generally trade with other creatures or at least fuel your Therapies. You seem to be on a budget, but those creatures aren't toooo expensive. I don't know how the Confidant works in modern Sui. Seems like a solid addition, but how often does it kill you as opposed to killing your opponent?
Running Cabal Therapy with only 10 creatures doesn't seem so great. If you bump up the creature count, go to 4 Therapies. If you keep a low creature count, drop the Therapies. Also, drop the Verdict's. You can rarely play them turn 1 when you get one of your Moxen or the Petal. And on turn 2, you want to be dropping your threats. Plus, they can discard their least useful cards. Use 4 Hymn to Tourach instead because they can be ritualed out easily.
Vindicate is decent and if you like it, keep it. However, I'd use Contagion against an aggro environment and Disenchant against a combo/control environment. They have the benefit of being instants and generally cheaper.
Vampiric Tutor is sub-optimal here. You don't really have any silver bullets or combo pieces to search out. Drop it completely. Cursed Scroll is indeed probably too slow as well. Use these spots for adding creatures.
I typed up a decklist, but then I realized I had cut out every white card except Swords. I guess white just isn't very suicidal or I love the old archtype too much. Well, I hope I helped at least a little.

Haha. Don't be so hard on yourself. Sinkhole and Wasteland got to be less useful with the advent of the fetchlands. Therefore, the land destruction aspect of sui-black really got hurt. I think this is one of the main reasons it lost popularity in the first place.
Vindicate is a fine replacement for Sinkholes and can take out random Goblins, Enchantments, etc. as a bonus. So don't feel bad about including those. Also, Shades would be slightly less effective in this build anyway because you're not running straight black.
I like your creature base better now and would recommend finding a way to put in the 4th Cabal Therapy.

If I were to go control, it'd be suboptimal in vintage compared to other control decks.

Also, since you are running white, Jotun Grunt could be a strong replacement for wretch, performing similare functions while beating for 4.
