PLEASE NOTE THAT I HAVE NOT PLAYED VINTAGE IN OVER 10 YEARS. I might not have a clue what I'm doing anymore, and as such, I would probably need an education as to how to get back into Vintage.
My local store has recently started Thursday Night Vintage with 15 proxies allowed. I have held on to my Legacy 12-Post deck for a while, and I haven't had anyone to play against in a while, so I figured I would try to convert it to Vintage for the tournaments.
When I first started brewing, I told myself, "Primeval Titan, Crop Rotation, Candelabra, same stuff as usual, just add Power and Mana rocks, and good to go!"
I quickly realized that I was at 80+ cards and I couldn't figure out what I wanted to do. Then I thought about what decks are out there already. Artifact hate and non-basic land hate via Blood Moon and Null Rod, and cheating out creatures via Show and Tell or Tinker.
I then noticed that everyone either has Force of Will as an answer to any of my attempts to win, or some way to lock down my lands. So I had to add my own countermagic (which is unfortunate, as I detest, loathe, and abhor countermagic) in order to even try to win the game. So I came up with this as a first draft of a deck list.
What is NOT in the deck list: Omniscience: If ramp works, then Omniscience becomes irrelevent. The extra turn from Emrakul might win me the game, if I wipe the field with the Annihilator. Show and Tell: More likely than not, my opponent will be playing Show and Tell if he's playing Blue. This means I don't need to worry about playing it myself, as I benefit from my opponent playing it. Expedition Map, Crop Rotation or Primeval Titan: I wanted to leave space for Force of Will pitch-ables. This meant that I had to remove green from the equation almost entirely. Only Fastbond remains. This also means I have no way to search out the 1 spot lands in the deck, which is my main concern at the moment.
Sideboard choices: Hydroblast / Blue Elemental Blast: Hits Blood Moon and Magus of the Moon. People have been talking a lot about those when I overheard conversations about Vintage at the shop. Pithing Needle: One word. Wasteland. I'm very sad this is NOT in the main decklist, as Wasteland will be in every deck I play against, 99% guaranteed. Energy Flux: To combat Mishra's Workshop based decks. I want to try to ramp if I can, but not let you ramp or lock me out of the game. I need a way to combat a lockdown, and this seems to be it. Bojuka Bog: To combat Reanimation and Dredge, if I survive long enough to use it. The Tabernacle At Pendrell Vale: To combat Merfolk. I have seen multiple Merfolk decks there, and I wish to have something to slow the beatdown while I try to get an Eldrazi on the field. Boseiju, Who Shelters All: I need to make sure that when I play All Is Dust, it actually resolves. I think this is the best option I have to do so.
I know I haven't thought of everything, and I know this deck could use some improvement, but this is all I could come up with for now. I humbly ask for guidance in an attempt to get back into the Vintage game again. Thanks for your time, and your assistance.
Ok you are obviously going to have trouble with Moon effects and Non-Basic land hate - I am not sure what to tell you on that front, your total Blue Count seems a tad low with only 15 Blue cards and 4 Forces you are going to be a bit pinched to have a blue on hand most of the time - sure sometimes it will be fine, but occasionally that Force is going to be dead.
Obviously a lot of this will be heavily meta dependent, but it sounds like a lot of the decks in your metagame are...atypical? Merfolk and Blood Moon decks, while present, are not very common in most Vintage metagames. And Show and Tell decks are pretty rare too. With that in mind...
I think you need the green. At least one or two Crop Rotations to find your lands, plus fastbond, plus enchantment/artifact removal out of the board.
I think you should cut the Drains and the All Is Dusts. I know the drains play pretty nice with the high-cmc creatures, but I have a feeling you'll be unable to get to 2 blue and still drop your Posts in a timely manner. And I think the All is Dusts are just not needed. They won't do enough against most decks, and against decks like Shops they're dead cards. 4 dead cards game 1 against shops is not where I'd want to be. You could replace these with different counterspells, namely some combination of flusterstorm, mental misstep, or spell pierce, meta-dependent.
I also think having some black, for the best tutors (vamp and demonic), would be a good idea. It'll stretch your manabase pretty thin, but maybe not unworkably so. I don't think mystical and scroll do that much for you.
If you could find a place to squeeze Time Vault and Voltaic Key in, that could be good. The Key would play nice with Mana Vault and Candelabra and Top, and the combo provides an alternate win condition.
Finally, if creatures are really as prevalent as you say, you should include a couple of dismembers in the board, since they can kill Magus of the Moon, but aren't as narrow as Blue Blast/Hydroblast.
Also, why Ulamog and not Kozilek? Kozilek seems much better. He's bigger, costs less, and has a better ETB effect.

4 All is Dust seems overkill, there are not that many decks that are going to be dependent on lots of non-artifact permanents on the board - maybe consider another blue spell - Preordain, Spell Pierce, Swan Song, Flusterstorm, Steel Sabotage, Hurkyl's Recall, Mental Misstep might all be reasonable choices to fill the slot.
