I think it depends on what oath you are running. I us Impulse in demon oath because i have more counters and don't really need the speed of preordain, plus Impulse diggs deeper and is an instant. I think for Blightsteel oath you might want the speed of Preordain but on the whole i really like Impulse in Oath, you can also use it to dig for counters.
Preordain costing 1 mana makes it the winner. It's just a better card.
The cheapness is deffinantly a plus but i have never had trouble with Impulse being 2 mana. Especially now with Mental Misstep and many people running Misdirection most of your counters are free. I like Impulse because it is an instant and it diggs deeper. With Oath you need a few pieces to work and you run 4 of each in the deck, because Impulse looks 4 deep you have a really high chance to find one of your pieces. But really I think it depends on your deck and how fast you want to combo off.
