Should I basically just be looking at pauper lists? I'm a bit new and have no idea where to start
My preference of deck archetypes is the one that will win the most.
Pauper's probably a place to start, but there are plenty of dime rares that just do more than commons.
But $20 won't even cover a pauper Delver deck. Mono-Black midrange, Mono-Red Goblins or Mono-G Stompy, maybe.
Actually, Goblins is probably your best bet. You still won't have the cards to be Vintage-playable for a while, but if your group is all playing with a $20 price tag, Goblin Lackeys and your 1-of Strip Mine aren't too far out of reach and they at least do some powerful things.
After checking out some goblin stuff it really does seem like the best choice.
A decent amount of the vintage goblin list cards are around $1 so I could just kind of combine that with the goblin pauper lists. That also gives me room to upgrade into as our allowed budget goes up.
I fear that I won't be the only one to arrive at goblins so maybe a something that does well vs goblins could also work? i was thinking I could at least throw in some pyroclasam's
I was also thinking maybe I could take advantage of banned pauper cards since they are legal in vintage.
To be clear yes everyone is working with the same budget and I have no interest in vintage otherwise, so working my way into a "real" vintage deck isn't a priority.

Do I understand this correctly? You can play a 20 dollar deck with the vintage ban list? And this budget holds for every player? (Man, that sounds cool! Wish we had something like that!)
If so, don't try to imitate any Vintage deck! You will miss crucial key cards, making your deck way inferior than many other options!
I don't know if this would be any good, I mean for 20 Dollars you can build some extremely strong aggro decks. And against a Pauper Storm deck you're dead. Also, it's just a list I threw together just now, so some choices are pretty random.
But personally I would build a deck, which can be improved with a low budget. And Tinker + Inkwell Leviathan is just way too good for only 2.5 Dollars.
I'd suggest Legion Loyalist over Bloodmark Mentor. Not only do you get First Strike, but you also get trample and get around tokens, plus he has haste himself.

I think your Meta will be creature heavy. There is no way to pull off a Combo or Control deck with your fund limit. You will probably hit a brick wall soon.

Sphinx's Tutelage is 1.5 bucks per copy accordingly to magiccards.info. I think you would need 4 off which is like 6 bucks - over a quarter of a playset. And this isnt even close to the best Mill-effect in Vintage. Without Leyline of the Void and the Omnipresence of GY reshuffle effects in Vintage, this is a very - very - VERY hard road to take. Millstone is like 15 cent per copy due its reprinting in Magic 2014 and the better effect, esp. combined with Voltaic Key. Painter's Servant is 10 bucks, maybe you could get some heavy damaged copies for 7 bucks or so. This still leaves the Leyline-problem, since each costs 4-5 bucks.
Aluren for example is nearly 5 bucks per copy - that is your entire budget.
You could do so much more with a budget like 50 bucks ... 20 is harsh.
50 would enable Manaless Dredge and most control decks.
Sphinx's Tutelage's price jumps heavily at the moment because of this weekend's Grand Prix win. Its price was yesterday evening at around a dollar. (Also, what GY reshuffle effects could you possibly encounter in a 20 dollar Vintage meta? Anything Faerie Macabre can't solve?) Aluren is currently available in slightly played condition on Channel Fireball at 2.49 with 17 in stock. And the rest of the deck costs cents.
It just really depends on how they determine the price of a card.
i dont know US prices, i take them from magiccards.info. Easiest access for me. Really depends, how you price a card. What database do you use? The LCS? Channel Fireball? Anything else? Since i'm from the EU, i use the prices on that database.
About the shuffle/graveyard effects: I would point to Ulamog and Kozilek, they both have the same shuffle effect and are not too expensive. They cost around 10-15 bucks, maybe even less then that if you got a nice bargain. This way its possible to include this for 7 bucks or so.
The main threat would be Gaea's Blessing, a card used in Oath of Druids decks. With a cost of around 1 buck per playset, its very cheap and effective protection against milling. You dont play it, just let it mill. Its a triggered ability, the only way to counter that is Stifle, Trickbind and Voidslime, all of them are way to expensive. You could use a Leyline of the Void, but as i said - borderline expensive But IMO the Leyline is required for a mill deck with these cards in the Meta. BTW Faerie Macabre doesnt fix the Ulamog or Kozilek problem.
I'm also from Europe, and I use also (for this thread at least) magiccards.info, which are the TCGplayer prices as far as I know. But I usually look for the listed sellers and not the average prices, since these can be highly misleading. But it really comes down to the prices they are going to use.
Actually, Faerie Macabre removes Gaea's Blessing, Ulamog and Kozilek. They still get to shuffle the rest of their graveyard back, but those cards are by then already exiled. Hence Relic of Progenitus would be better for these situations.
The problem are actually Darksteel Colossus and Blightsteel Colossus, because they have no triggered, but a replacement ability, so you can't respond.
But given the prices of Kozilek, Ulamog, Emrakul and Blightsteel Colossus, I would only assume Gaea's Blessing and maybe Darksteel Colossus to be a problem. (Also, a damaged Oath costs alone 3.5 dollars, making an Oath deck pretty unrealistic.)
Pauper certainly is the place to look, rather than established Vintage lists, for a starting place. $20 + $3/week won't get you very far as far as actual Vintage decks go.
As stated, Mono-Black Control is a hugely powerful Pauper deck, and can easily take some incremental upgrades in the form of stuff like Mind Twist, Demonic Tutor, Cabal Coffers, Nykthos, Shrine to Nyx, etc as more funds become available.
Another good starting place might be Affinity. A lot of the classic Affinity shell is hugely cheap, with the Artifact lands likely eating most of the budget here. Skullclamps make it insane.
Elves is another good option. Elves with Skullclamp and Wirewood Hivemaster gets nutty fast, and you can slot in some Beck//Call to start drawing gobs of cards, and maybe build up to an Earthcraft or two in later weeks.

I would want to play Elves, Goblins or Affinity. Each can be explosive in their own way.

As far as prices which site to use as a price guide I wouldn't worry too much about but they did mention starcitygames ($26 US is about $20 CAD). Im not sure getting that specific is warranted though any old site ought to do.
I myself am going to tinker with a mono black control list and post that soon but who knows where I'll end up (doesn't start tell September)
Yes the whole deck including SB will need to be $20 (I figure I'll just work on it slowly as the weeks go on, main deck is priority).
Sorry I've yet to post my own list in progress but I'm really liking MBC and started playing pauper for more inspiration.

I actually won a few Vintage tournaments at the store I use to play at running a budget discard deck (ofc, this was like 10 years ago but it might still work). Hypnotic Specter, Liliana's Caress, Megrim, Duress, Hymn to Tourach, etc.
Are you playing with any restrictions? Because a couple of my friends and I use the Type one Dollar rules. As long as it has at least one printing that is worth a dollar or less,
and isn't outright banned in vintage, its legal to play. Channeldrazi just sort of steps on them, but channel is banned in most tornaments.
Swords to Plowshares. Counterspell. Add some other counters and removal and finish with some big lifelinkers(cant think of any budget ones). Work your way to some Dovin Baans, Absorbs, and Drogskol Reaver.
Treasure Cruise for card draw, also Fact or Fiction. Fill it with some counters like Sinister Sabotage and some meh White removal and you have a solid deck.

Young pyromancer is 16 for a playset here in canada, delver is 6 bucks for a set, and swiftspear is 16 too.

Artifacts is something i was looking at since cranial plating is banned in pauper but not vintage.

You can take that shell, then fill out your deck to $20 with some stronger cards.
And in the spirit of slowly investing into a better deck, I think Black will get you a bit further than Red in Vintage.
