You guys have helped me get a feel for the format before when I asked for help with a High Tide deck earlier, well I'm back asking for help with a Gush Tendrils deck. The thing is I do not want to get the remaining Power 9 (I'm buying about a half-3/4 a piece of power per college semester I finish).
Additional budget constraints would be messing with the manabase unless absolutely necessary (like if buying a Volcanic Island is 100% needed to board into artifact hate package for Workshop decks). (The next purchase/trade is likely to upgrade the CE Time Vault to an unlimited one)
What would be the card to cut to bring it down to 60 cards? What would be the order of buying the rest of the power (or Library of Alexandria) after upgrading my Time Vault to unlimited? Do I need more bounce (at maybe the 2 CMC like Echoing Truth)?
How does this look for a budget deck? What changes would you make if it were yours? What should a sideboard look like?
I'm pretty proud of this deck so far, I bought my first power in October of last year, and I feel like I am finishing up a deck that could win a game or two in the local vintage tournaments.

Did you think about unpimping your deck to get a piece of power or two.
I am going to so rarely play the deck, that I want it to look pretty. I'm definitely keeping the foils in there. I'm getting the power at the end of each semester for myself as a reward for school, so I don't want to really rush it. I'm saving the lotus for if/when I stop smoking. Also I already have the foils and would rather not sell them :). (If there is a major tournament that pops up with proxies, I'd just proxy the remaining power for now. But for friendly "lets play our awesome vintage deck" games, I'd like to make it as good as possible without proxies.)
Just the three pieces that are there, is this decent or am I missing something clutch?
i imagine you can get away without red, since blue has some decent artifact hate. HUrky'l recall and such would probably get you by. i think if you had Lotus and mox sapphire you could get away without having any other power+. if you had to pick one, go for lotus. it seeems wrong not to have it.

The order I would go to get power+ would be:
1. Black Lotus
2. Mox Sapphire
3. Time Walk
4. Mox Jet
5. Time Vault
6. Mox Pearl
7. Mox Ruby
8. Imperial Seal
9. Library of Alexandria
I did this on a card value and not a cash value, but Black Lotus is awesome, really.
I usually find combos deck taking the biggest hit by removing power while Fish decks are hit the less ... and Dredge.
