Have not seen any affinity list without p9 that have done well in t1 (affinity + moxen = win), if you find a list please give me the link I am very unfamiliar with Belcher, is there any budget list that is good in the current vintage metagame? On Goblins... how does this list look?

it ussaly does but the budget versions make up for it with other cheap acceleration.
Belcher decks can run all moxen and sure it will make them more stable, but for a budget alternative the deck listed above can certainly compete. It makes it a bit more like extended's All-in-Red decks but they win on the spot rather then initiate Deus/Arc Slogger/Demigod Beatdown.
**Edit** Well I guess, I am crazy but I seem to remember seeing some unpowered affinity decks and I can't seem to find any Vintage style decks - I guess I am just remembering the sheer power of Affinity from other formats - any list calling itself affinity should be running the classic moxen and that will disallow any budget considerations.
As to your posted Goblins list it's fine; and you could mention the possibility of splashing Black for Earwigs, Thougtseize and adding Null rods. End **Edit**

heres a budget goblins list that i used to run during my fnm type1 days.Pls note this deck was not my creation a guy used to play the same deck before he got power and suggested this.Back when i played this there wasn't many ppl with power prolly 5-6 out of the 20-25 ppl so it wasn't very heavy which is why theres not much hate main b/c there was a few number of peeps running it.If your meta is very power heavy then i suggest main deck nulls and chalace of the void.Against most decks i played against turn 1 lackey turn 2 swing drop a commander was pretty much the bomb play for this deck.All in all it was a very fun deck to play

Almost all the ones he listed have fetchlands and some chase rares...they are budget in the sense they are not completely tricked out with every best card you can possibly have for the deck in order to decrease cost but keep functionality largely the same.

@ driftwood, type one is a format where one card will be more expensive than that entire deck. type one is expensive but those cheap-in-comparison decks actually hold their ground, hence the title viable budget decks.
Merfolk is mono blue so you could cut the fetch lands if you wanted to cheapen it up a bit, they are in there to deck thin but its not always needed.

You do realize this is the vintage forum? This isn't the standard forum, where a budget deck is 30-50 dollars. This deck is actually proabably about 1/7th or so as expensive as other tier 1 decks, so in terms of comparing it to standard (say 200$ for a tier 1 deck, thats pretty high) a budget deck could be 30. Anyways, cut the fetch lands, their very nonessential, and theres 150 dollars off the price. Thats a very easy switch.
Oath could be pretty budget. It can function without mox (obviously better with though) and then runs on FoW, Chalice, Thoughtseize (though those 3 are pretty expensive). Now that I think about it I'm not sure =p FoW, Chalice and Thoughtseize are pretty crucial Imo, be hard to cut. Duress could replace thoughtsieze, but I think you want 5-6 discard spells (I dont play vintage much, this is from checking out deckcheck lists and 1-2 test games unlimited proxy). So it'd be pretty expensive, 400++ but not as bad as others (you'd have a bad manabase aswell... hmm Oath seems pretty expensive actually xD)

After posting in B/U reanimator thread it occurred to me that beating down with big fatties is a decent budget deck, I looked into Oath decks that might be competitive without power, I found this from the GB Vintage Nationals - GB Oath with only one Mox Jet, which could probably be easily subbed out.
For the B/G Oath - just realized Vampiric is already in there. I might include a single Gaea's Blessing and a Scroll Rack to put drawn creatures back into my library. But the loss of two tutors will hurt the consistency some.
Also looking at at Parfait style budget deck, White in particular with Land Tax and Aura of Silences and fish style critters but the moxen and loti might be too integrated into the mana base for use.
Could the Nauseous Kobold decks that we have seen earlier be budgeted? Ad Nauseum, Culling, Skullclamps, Rituals & Tendrils seems mean. Something like this from a Recent Manilla tournament?>

Deck total = $2000.
This deck (merfolk) is very budget compared to tier 1 decks in vintage.

The black gives it excellent disruption with Thoughtseize, Hymn & Duress. The moxen could be subbed for a Vampiric Tutor, Cabal Ritual, Mox Diamond, another Swamp or something techy like Extirpate.
I might change the fatties to drop Rorix and Include a Hellkite Overlord instead, and consider Inkwell Leviathan or Progenitus over Spirit of the Night (giving up the haste for more staying power).
Opinions on whether this oath could be competitive enough?
BG Oath is perfectly viable as a good budxget deck Would also cut Rorix for a Hellkite Overlord.
-1xMox Jet, +1xPolluted Delta perhaps?
