Just going to bring up some potential vintage playable cards, there certainly could/are others but just mentioning these. Using formatting so that they will eventually appear as card links.
Shadow of the Grave seems insane in terms of potential, being able to recurse things that are put into your graveyard with Wheels, Windfalls and Jar. In some ways it could be a draw 14 for 2 mana. Here is the source for this card and some relevant discussion.
Vizier of Tumbling Sands is another strange option as it makes Time Vault into an uncounterable Time Walk that draws you a card, it's especially nice at getting around spheres.
Failure // Comply (hmm, double card link) is great at stopping things like FOW and could find a home in Dredge decks that run Undiscovered Paradise. Allows you to go off thru hate.
Dissenter's Deliverance is another card that could see play, it's maindeckable artifact hate. If they are not running artifacts, then you can cycle it and it can contribute to Delve costs. Or alternatively it could see sideboard play as it's superior to Nature's Claim in most cases.

Costing two mana is considerably worse than costing one. It's generally a fair bet to assume most people are running artifacts - if they're not running moxen, they're running Null Rod, and Dredge is about the only deck that doesn't run either.

Manglehorn throws a huge wrench into Paradoxical Outcome storm decks, but may be too expensive too see play.
